The International Narcotics and Law Enforcement Affairs (INL) section of the United States Embassy in Ukraine in close cooperation with Kharkiv Oblast State Administration is inviting applicants from Ukrainian non-profit and non-governmental organizations to submit project proposals aimed at addressing corruption, and fostering mechanisms that promote local government transparency and accountability in Kharkiv oblast.

- Preventing corruption and promoting transparency and de-regulation.
- Combating corruption in the educational systems, health, law enforcement, and criminal justice sectors.
- Encouraging accountability and responsibility in local government.
- Promoting and increasing transparency throughout economic and business practices, including tenders, contracts, and e-procurement.
- Using new or existing technology to increase transparency and accountability.
- Increasing public awareness and understanding of the high price of corruption and the role citizens can play in fighting corruption every day.
- Youth education and youth involvement in finding innovative ways to address corruption.
- Anti-corruption training for business owners, social service workers, criminal justice practitioners, and local government administrators.
- Encouraging anti-corruption cooperation between civil society, government officials, and law enforcement agencies.
- Introducing external civil society monitoring of local government operations.
- Developing or enhancing mechanisms that assist victims of corruption, and foster citizen participation in combating corruption.
Eligibility Criteria
- Only one application per organization can be submitted and will be considered; multiple applications will not be processed.
- Applications must be submitted in both in English and in Ukrainian, late or incomplete applications will not be considered.
- Grants can only be given to Ukrainian non-profit and non-governmental organizations registered in accordance with Ukrainian.
- NGOs must register for the DUNS number and register with the System for Award Management (SAM).
- NGOs include, but are not limited to, civic organizations or associations, and charitable foundations.
- U.S. or other third-country organizations and individuals are not eligible to apply for the grants.
- Project execution timelines cannot exceed one Costs incurred before the official grant period begins will not be reimbursed.
