The project “Enhancing Social Protection for Migrants in Vulnerable Situation in Serbia” is part of the Swiss–Serbian Migration Partnership and has been developed based on needs expressed and acknowledged by the relevant institutions. The project is implemented by the International Organization for Migration (IOM) in cooperation with the Ministry of Labour, Employment, Social and Veteran Affairs of the Republic of Serbia (MoLEVSA), the Republic Institute for Social Protection (RISP).
The goal of the project is to contribute to strengthening social protection of migrants in Serbia through the increase of availability and quality of social services and community-based support programs.
Objectives and Priorities
- The objective of this Call for Proposals is to expand the impact of the project Enhancing Social Protection for Migrants in Vulnerable Situation in Serbia in the framework of its second outcome:
- Protection services for migrants in need diversified and expanded through local partnerships, in particular through inclusion of civil society organizations (CSO’s), local grass-root organizations, youth organizations and offices in different municipalities and cities in Serbia.
- In this way, it seeks to better realize the human rights of migrants, adapt and normalize everyday life through an authentic and community-based approach to their needs, as well as the revival of activities and habits contributing to social inclusion.
- CSO’s, youth organizations and groups and youth offices should contribute to the achievement of the result through the implementation of a project within one of the following two clusters:
- Cluster A: Community-based support programs and organization of leisure time designed and offered to migrant populations in reception and asylum centres created by CSO; and support programs for migrant youth created by Youth organizations, offices and groups in targeted municipalities.
- Cluster B: Support programs and protection services delivery to migrants in vulnerable situation, including unaccompanied migrant minors and children, victims of family violence, human trafficking, and other vulnerable beneficiaries.
- The main objective of the activities should be to establish and provide adequate and quality support and protection to migrants that are adapted to their needs.
- Priority will be given to proposals in which the provision of support or the protection to migrants is foreseen in partnership with relevant local institutions, taking into account both the needs of migrants and the needs of local communities.
Grant Information
- Total amount available under this Call of Proposals is 200,000 CHF.
- Depending on the cluster for which it is applying, each project proposal proposed under this Call must have a budget proposal with a financial projection in the amount of:
- For Cluster A: 10,000 CHF (up to 10 projects)
- For Cluster B: 50,000 CHF (up to 2 projects)
- The funds requested under this call may account for up to 90% of the total cost of the entire project.
- The balance between the costs of the entire project and the funds required within this Call (10,000 CHF or 50,000 CHF) could be financed by the Applicant’s own sources or with the support of other donors funding, excluding the Swiss Government.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be legal persons registered in Serbia;
- be a Civil Society Organization (CSO), local grass-root organization, youth organization, group or Youth Office;
- be a CSO legally registered for a minimum of 1 (one) year with clear and provable track record from the previous projects;
- for project proposals which include provision of specific social services, CSOs must demonstrate and document compliance with appropriate conditions and possession of expertise and experience. It is desirable that this CSO’s have licensed social protection or related service, with at least one year of experience in providing such services. If not, unlicensed adequate experience which can be documented might also be acceptable.
- Local social protection institutions (e.g. centers for social work) and other relevant local, regional and national institutions may act as partners within this Call of Proposals. Partnership with local social protection institutions may be advantage in the evaluation and selection process. In this case of partnerships, clear description of the role of partner organization/institution in the project realization must be included in the project proposal, as well as potential resources to be assigned within the project.
