The purpose of the competition is to identify, publicize and abuse environmental and environmental corruption and use of natural resources, contact relevant public authorities as appropriate, and develop online tools aimed at reducing opportunities for abuse in the area.
Competition Priorities
- Activities can be undertaken in the areas of counteraction (the list is not exhaustive);
- Air pollution;
- Pollution and irrational use of water resources;
- Deforestation or misuse of forest resources;
- Unauthorized mining and subsoil mining;
- Non-compliance with legislation on nature protection zones;
- Improper garbage disposal.
- Areas of activity may include, but are not limited to:
- Detection of specific cases (cases) of violations by:
- legal entities / FOPs, which may be caused by corruption factors, as well as the identification and promulgation of relevant schemes;
- authorities (which may include, for example, failure to exercise control provided for by legal acts caused by corruption factors, etc.)
- The presence of gaps or low efficiency in the scope of permits and the current regulatory framework in the field of ecology:
- monitoring and control over the proper fulfillment of the conditions of conduct of business and obligations of the enterprises set out in the permit documents, detection of violations in this field;
- identification of abuse in the sphere of issuance of permits and their extension;
- development of tools aimed at minimizing opportunities for abuse in the sphere of issuing permits, their extension, execution, etc .;
- development of proposals for improvement of norms of the current regulatory framework in the environmental sphere, which will reduce corruption factors and opportunities for abuse;
- Developing online tools to promote greater public access to environmental information.

Preference will be given to project proposals that:
- cover as many competition priorities as possible;
- have a regional or local scale;
- will have a direct impact on the lives of citizens, local residents, communities, etc .;
- propose the use of innovative approaches and digital tools;
- will monitor the correlation of corruption manifestations in the environment and climate change factors.
The winners of the competition may be provided with legal support when necessary to protect their rights and interests. Winners of the competition will also be invited to joint meetings aimed at sharing experiences and learning more. Organizations are encouraged to use innovative approaches, digital and online tools when implementing the project. If used, it is proposed in the project application to describe the use of such tools.
Funding Information
The maximum grant amount is 450,000 UAH (the optimal project budget is up to 400,000 UAH).
Duration
The project implementation period is up to 12 months. Project implementation deadline is July 15, 2020.
Participants of the Contest
NGOs that have practical experience in the field of environmental protection and experience in implementing anti-corruption projects are invited to participate in the Contest. Partnership with the Environmental Policy and Advocacy Initiative in Ukraine will be welcomed.
Criteria for evaluation of project proposals:
- compliance of the submitted project proposal with the purpose and priority directions of the competition;
- the clarity of the purpose of the project proposal, the relevance of the objectives and activities of the project to its purpose;
- projected impact of the project on the achievement of positive change, involvement of the authorities and civil society institutions in achieving these changes;
- previous experience of the tenderer in carrying out the activities provided for in the project proposal;
- the realistic implementation of the project, the existence of a clear plan for its implementation, the effectiveness of the proposed mechanisms for the implementation of project ideas, the certainty of the expected results;
- taking into account the principles of gender equality and non-discrimination when formulating a project proposal;
- sound budget, co-financing of the project;
- the viability of the project after its completion, in particular by institutionalizing the results achieved;
- availability of content and financial reports published in the competition for the previous calendar year.
