The Jamaica Social Investment Fund (JSIF) is seeking proposals for the implementation of Community-Based Behaviour Change Programmes targeting at-risk youth aged 8-25 years in 5 parishes (Kingston, St. Andrew, St. James, St. Catherine and Clarendon) with financial assistance from the EU funded, Poverty Reduction Programme IV.
Objectives of the Programme and Priority Issues
With this Project, the PRP IV seeks to provide vulnerable youth with the tools to adapt and change to ensure that they can make better life choices. The goal of the intervention is to reduce the likelihood of these youth turning to/ continuing a life of crime, and build stronger relationships between youth, parents, schools and the wider community. A major objective of this programme is to bring about behaviour change with a focus on violence prevention, peace management and dispute/conflict resolution in target communities with school-aged children (aged 8 years and up) and at-risk youth aged 17-25 years, parents, teachers, community members etc.
The programme will be administered through community-level calls for proposals from NGOs/CBOs for educational, recreational programmes that utilize one or more of the following: sports, arts, music, drama or other programmes, aiming to bring about behaviour change with a focus on violence prevention, peace management and dispute/conflict resolution among at risk youth aged 8-25 years, parents, teachers, community members etc. The estimated time for implementation is eight months.
The global objective of this call for proposals is along result 4 of the programme, i.e.: to reduce deviant behaviour among at-risk youth.
The specific objective(s) of this call for proposals are:
- To support the design and implementation of initiatives and projects that address positive youth development.
- To promote an innovative approach in managing youth who display maladaptive/deviant behaviour
- To ensure that behaviour change programmes align with goals and objectives of ministries, agencies and departments (MDAS)
Funding Information
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: JMD 1,800,000.00
- maximum amount: JMD 3,600,000.00
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person or a natural person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation
- be established in Jamaica. This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- be legally established for at least 2 years before the deadline of submission of the concept note
- The lead applicant may act individually or with co-applicant(s).
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity (ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- This structural link encompasses mainly two notions:
