The Swiss Cooperation Office in Kosovo (SCO-K), the Danish Ministry of Foreign Affairs (DANIDA) and the Kosovar Civil Society Foundation (KCSF) under its Democratic Society Promotion (DSP) II project, has launched a call for project proposals on Waste Management.
The current situation of waste management in Kosovo is worrying for many reasons. The key problems include inappropriate infrastructure leading to inappropriate management and handling of operational issues such as lack of implementation of legally required reforms, insufficient enforcement of policies and legislation, insufficient coverage of waste collection services, low levels of waste fee collection, persistence of illegal dumpsites, etc.
The projects are expected to directly contribute to Outcome 1 of DSP, i.e. that citizens and civil society organizations increase their demand for, and take an active role in seeking high quality services, good governance and the integration of minorities.
The overall goal of DSP is to support the development of a democratic society in Kosovo. The long term perspective is to contribute to significant and sustainable changes that will in turn contribute to the development of democratic society in Kosovo.
Priority Areas
- Involvement of citizens and civil society in waste management cycle, including but not limited to reduction of waste generation, separation at source, collection, transportation, recycling and disposal of waste
- Involvement of citizens and civil society in influencing local and central public institutions in priority setting, planning, budgeting and decision making related to waste management. This may include:
- waste management planning and budgeting
- extension of waste collection services
- waste fee collection
- removal of illegal dumpsites
- enforcement and inspection
- citizen reporting mechanisms, etc.
- Involvement of citizens and civil society in monitoring local and central public institutions in waste management
- Increased transparency of local and central public institutions in waste management issues
- Increased downward and upward accountability of local and central public institutions in waste management issues
- Increased civic knowledge and awareness of waste management issues, obligations and repercussions.
Any project proposal should take account of:
- Inclusion of gender perspectives in waste management
- Contribution of waste management in addressing social, economic and cultural integration of marginalised groups of the society (minority communities, youth, elderly, women, etc.)
Eligibility Criteria
DSP II through this call for implementation intends to provide financial support to civil society organisations and civic initiatives that will implement qualitative and meaningful projects, initiatives or civil society activities that contribute to significant positive changes in the area of waste management in Kosovo.
In order to be eligible for application, applicants shall:
- be active civil society organisation in Kosovo
- be non-for-profit organisation
- be directly responsible for project management and not have intermediary role
- have potential to prove their capacities for the management of suggested activities.

- The e-mail shall include the following documents:
- completed application form for project grants (concept-document)
- the budget form
- the certificate of registration as an NGO; for citizen initiatives, a proof of civic initiative functionality should be provided.
