The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to deliver law enforcement training in Bosnia and Herzegovina (BiH).
Project Vision
- Building the capabilities of BiH law enforcement is critical to advancing the rule of law and increasing public confidence in the police. In addition to a crisis of public confidence in law enforcement, agencies in BiH are faced with the pending retirement of large numbers of officers who were hired at the end of the war. These factors combined necessitate delivery of targeted training to increase skills in techniques required to protect the national security of BiH.
Project Goals and Objectives
- Goal 1: Deliver an active threat/active shooter course to law enforcement in BiH.
- Objective 1.1: Increase the skills of BiH law enforcement to respond to and successfully mitigate the threat posed by an active shooter.
- Goal 2: Deliver cyber investigation training to law enforcement in BiH.
- Objective 2.1: Increase the skills of BiH law enforcement to successfully investigate cybercrimes.
- Goal 3: Deliver managing narcotics investigation training to law Enforcement in BiH.
- Objective 3.1: Increase the skills of BiH law enforcement to conduct more effective, complex, and large-scale narcotics investigations.
- Sub-Objective 3.1.1: Law enforcement in BiH have not received advanced training on narcotics investigations in nearly a decade and their tactics and techniques are outdated interview/interrogations skills. This training will help them refresh and improve skills and learn investigative techniques required to conduct these investigations in a safe manner.
- Objective 3.1: Increase the skills of BiH law enforcement to conduct more effective, complex, and large-scale narcotics investigations.
- Goal 4: Deliver criminal intelligence/data analysis training for law enforcement in BiH.
- Objective 4.1: Increase analytical and information gathering skills for law enforcement in BiH.
- Goal 5: Deliver corruption/financial crimes investigations training for law enforcement in BiH.
- Objective 5.1: Increase the ability of law enforcement in BiH to address financial crimes and corruption investigations.
- Goal 6: Deliver digital forensic training for law enforcement in BiH
- Objective 6.1: Increase BiH law enforcement skills to properly seize, collect, and protect digital forensic data.
- Sub-objective 6.1.1.: Increase capacity of investigators in BiH to collect evidence that will be suitable as evidence for submission in court.

- Award amounts: Awards may range from a minimum of $375,000 to a maximum of $430,000

Duration
- The project implementation length for this project is 24 months.
Project Activities and Deliverables
- INL Sarajevo seeks a provider who can deliver training to law enforcement personnel in BiH over a 2-year period. These courses will cover a variety of topics and will address specific skills currently lacking. Applicants will be responsible for coordinating all logistics for courses, to include participant travel, lodging and per diem and venue charges. INL Sarajevo will provide guidance on venue selection and identification of students.

- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions

- To be eligible to receive an award, all organizations must have a unique entity identifier (also known as UEI)
- Applicants are only allowed to submit one proposal per organization.
