The European Commission (EC) is accepting proposals from Civil Society Organisations to strengthen local civil society Organisations’ (CSOs) engagement as actors of good governance and development at country level.
The actions will focus on inclusive policymaking as well as on the provision of inclusive and sustainable growth and social services – hence empowering citizens and populations through the voicing and structuring of their collective demands to tackle injustice and inequality, to benefit from qualitative social services, and to profit from wealth and job creation.
Objectives of the Programme and Priority Issues
The specific objective(s) of this call for proposal are:
- To strengthen capacities of local CSOs’ to engage in policy dialogue at national level and in dialogue, implementation and programmes.
- To improve capacity and ability of local civil society partners to uphold and promote an enabling environment in respective partner country.
- To strengthen capacity of local CSOs to engage in gender equality and youth inclusion and strengthen capacity of local women’s and youth partner CSOs.
The priorities of this call for proposal are Governance, Peace and Security, Human Development, and the sectors/areas where the call will focus are:
- Social Protection, with a focus on including persons with Disabilities.
- Gender equality and youth, women’s and girl’s empowerment.
- Historical and cultural preservation through digital methods.
- Green and sustainable development and job creation (Agriculture, Environment and Textile).
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2,706,000. The contracting authority reserves the right not to award all available funds.
- Size of grants Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 300,000
- maximum amount: EUR 900,000
Eligibility Criteria
- Lead applicant: Civil Society Organisations (CSOs)
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person and,
- Be non-profit-making and,
- Be a specific type of organisation such as: non-governmental organisation, and
- Be established in a Member State of the European Union or in the State of Eritrea or other countries as stipulated by the NDICI Global Europe Regulations Art, and
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- In order to be eligible for a grant, the lead applicant must:
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations;
- Lead applicants, co-applicants, affiliated entities and, in case of legal entities, persons who have powers of representation, decision-making or control over the lead applicant, the co-applicants and the affiliated entities are informed that, should they be in one of the situations of early detection or exclusion, personal details (name, given name if natural person, address, legal form and name and given name of the persons with powers of representation, decision-making or control, if legal person) may be registered in the early detection and exclusion system, and communicated to the persons and entities concerned in relation to the award or the execution of a grant contract. In this respect, provisionally selected lead applicants, co-applicants and affiliated entities or those placed in the reserve list are obliged to declare that they are not in one of the exclusion situations through a signed declaration on honour. For grants of EUR 15 000 or less, no declaration on honour is required.
- The lead applicant may act individually or with co-applicant(s).
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the coordinator. The coordinator is the sole interlocutor of the contracting authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself. Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator) (3) In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures.
