The bidding round for the Magna Carta Fund 2017/2018 to support Human Rights, Democracy, and Rule of Law in Libya is now open.
In support of the National Security Council (NSC) policy on Libya and the UK’s Magna Carta Fund Strategy, Her Majesty’s Government (HMG) aims to provide assistance in Libya that will uphold universal human rights, democracy, and the rule of law as key building blocks for more secure and prosperous societies.
HMG is, therefore, looking for innovative ideas to promote educational, vocational, social and financial opportunities for Libyan youth, to help develop more active and positive citizen engagement from young Libyans, thereby building a more resilient and inclusive Libya.
Funding Information
The budget will be £300,000 for UK financial year 2017/2018.
Scope of Work
- Develop an approach that pulls together existing research and activity (e.g. UK, EU, and OECD reports on employment prospects, youth and SMEs, and militia DDR) to set out the scope of the project
- Training in key skill areas such as: citizenship, dialogue, human rights, leadership, negotiation, entrepreneurship, critical thinking, social enterprise, and other Magna Carta Fund priority themes.
- Support the advocacy of such principles at local and governmental levels, so they in turn better support beneficiaries.
- Educational communications around Libyan youth leaders, social entrepreneurs, ethical business, and those working on reconciliation.
Selection and Assessment Criteria
- Relevance: The Fund will consider how relevant the proposed activity is, how it fits in with UK objectives, complements the work of other donors, and the timing and appropriateness of the proposed activities/outputs. Bids must be submitted in English.
- Effectiveness: The Fund will consider how effective the proposed outputs and activities will be in helping them achieving their stated objective.
- Efficiency: The Fund will consider how efficiently resources will be used in delivering outputs. The implementing partner will need to demonstrate close coordination with other implementers, HMG, and international initiatives working in support of Libya.
- Value for money: All HMG-funded projects spend UK taxpayers’ money; therefore a significant part of project proposal assessment considers whether the project is value for money. Proposals must be supported by a realistic and detailed Activity Based Budget (ABB). Implementers must have ways to access funding through an international bank account.
- Sustainability: The Fund will look at how the proposal will influence or affect future programme developments, creativity of approach, and potential for creating unique interventions.
- Impact: The Fund will consider the proposals’ potential for positive impact, including its potential for wider, indirect impact or potential to leverage further funding opportunities. The Fund will also consider the risk of negative/unintended impacts here. Proposals that are able to demonstrate clearly why the UK should fund the concept, and how the UK would benefit from funding this will be viewed favourably.
- Gender and conflict sensitivity: The Fund will consider the proposals’ suggested strategies for ensuring the project will be gender inclusive and conflict sensitive.
- Risk and stakeholder management: Risks and stakeholders should be identified and a management plan put in place.
