The Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) is requesting proposal from Local and International NGO’s that have extensive experience in “Providing Assessment & Technical Support in Education within Afghanistan”.
The Minister for Education has formally requested that MEC conduct an assessment of the corruption vulnerabilities across the education sector (excluding higher education). Such an analysis is timely and important, given the vital importance of education for the nation’s future and the government’s prioritization of the fight against corruption.
Focus Areas
- Developing anti-corruption recommendations
- Monitoring and evaluating the anti-corruption efforts of the Afghan government and the international community
- Reporting on a regular basis to the President, Parliament, and people of Afghanistan, as well as to the international community, about the state of the fight against corruption
Objectives
The overall objectives of the study are as follows:-
- To provide the Minister, his MOE colleagues and the NUG leadership with an in-depth analysis of the corruption risk areas across the Education sector, and to elaborate the nature of these risk areas.
- To conclude on which are the more significant of these risks in relation to improving the quality and quantity of education available for Afghan citizens.
- To seek out and to synthesize possible mechanisms for addressing the more significant risks.
- To provide findings that will materially assist the Ministry in developing their anti-corruption plan, to situate that anti-corruption plan firmly within the NESP strategy; and to propose ways of implementing the anti-corruption measures that will fit as best as possible with the cultural and political context of the education sector.
- That the findings will inform the finalization of an MOE Anti-Corruption plan, and will be proposed in a way that aligns with the style of plan used by the Afghan Revenue Generating Ministries.
- To present the findings in such a way that they can be monitored and evaluated in a robust manner over the following 18 months.
Eligibility Criteria
- The organization must have a well-established presence on the ground in Afghanistan, and it is expected that it will have been operational in Afghanistan for at least the past 10 years. It must be able to demonstrate its expertise in mediating with and promoting the work of Civil Society Organizations, for example School Shuras and Community Development Councils (CDC’s).
- The organization must be able to demonstrate that it can gain access to schools at all stages and phases of education – primary, secondary, and high schools and TVET institutions. Ideally, it should, additionally, have professional relationships with Teacher Training Colleges in several provinces in order to assess the issues related to transition from the training to full time employment.
- The organization must be registered with the Ministry of Economy Islamic Republic of Afghanistan.
