The Biodiversity and Protected Areas Management (BIOPAMA) has announced the applications for Medium Grants Program 2022 to enable and support community-based organisations engaged in the conservation of biodiversity to carry out sustainable conservation measures in protected and conserved areas to protect the species, habitats and improve the livelihoods of the people who depend on them.
The Biodiversity and Protected Areas Management (BIOPAMA) Programme is an initiative of the Organisation of African Caribbean and Pacific States financed by the European Union’s 11th European Development Fund (EDF). It is part of the European Union’s Biodiversity for Life Flagship initiative (B4Life) which supports efforts to halt loss of biodiversity and ecosystem services. BIOPAMA is jointly implemented by the International Union for Conservation of Nature and Natural Resources (IUCN) and the Joint Research Centre of the European Commission (JRC).
BIOPAMA aims to improve the long-term conservation, sustainable use of natural resources and ecosystem services in African, Caribbean and Pacific countries, in protected and conserved areas and surrounding communities. Protected and conserved areas and the landscapes within which they are located have indeed a central role to play in preserving the biodiversity and ecosystem services that the majority of rural communities depend on for sustainable livelihoods.
Objectives
The overarching objectives of the action component are to:
- Enhance the management and governance of priority areas by addressing existing limitations (strengthening on-site infrastructure/equipment for patrolling, poaching control, developing capacity of staff);
- Strengthen the legal framework required to achieve effective biodiversity conservation;
- Support local communities’ initiatives aiming to enhance the livelihoods of local people whilst effectively contributing to protected areas management.
Funding Information
- In total, 2.5 million EUR is available to support this call for proposals. Of this amount, approximately 1.5 million EUR is reserved for the following countries in Eastern and Southern Africa: Ethiopia, Kenya, Rwanda, Tanzania, Uganda, Madagascar, Mozambique, and Zambia. The remaining 1 million EUR are reserved for the following Eastern and Southern Africa countries: Angola, Botswana, Comoros, Djibouti, Eritrea, Eswatini, Lesotho, Mauritius, Malawi, Namibia, Seychelles, Sudan, Somalia, South Africa, South Sudan, Zimbabwe.
- Grant size can vary from a minimum of 100,000 EUR to a maximum of 200,000 EUR. No co-funding is necessary from the applicant.
- The minimum duration of the project should be 12 months, and the maximum duration of the project should not exceed 24 months.
Eligibility Criteria
- This call for proposal is opened for countries located in Eastern and Southern Africa only. These are: Angola, Botswana, Comoros, Djibouti, Eritrea, Eswatini, Ethiopia, Kenya, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia Rwanda, Seychelles, Somalia, South Africa, South Sudan, Sudan, Tanzania, Uganda, Zambia, Zimbabwe.
- This call for proposals is targeted at community-managed/co-managed protected and conserved areas. Only partnerships between non-governmental organisations and community-based organisations (NGO-CBO-) are eligible to apply to this type of grant. Community based organisations or non-governmental organisations cannot apply to this grant individually
- In order to be eligible for this grant, the lead applicant must:
- be a registered legal entity
- be non-profit-making
- be from a national non-governmental organisation established in the targeted eligible country. National NGOs will have to demonstrate their longstanding working relationship with the CBO; and will be required to work closely with the CBO and with the consent and all required authorizations from the government
- not be a beneficiary of another active grant funded by a donor, including the European Union, for the same activities;
- be directly responsible for the preparation and management of the grant project; not acting as an intermediary
- In order to be eligible for this grant, the co-applicant must:
- be a registered legal entity;
- be non-profit-making;
- be a local community-based organisation (CBO);
- be established in one of the eligible countries;
- not be a beneficiary of another active grant funded by a donor, including the European Union, for the same activities;
- be directly responsible for the preparation and management of the grant project; not acting as an intermediary.
