Ministry of Europe and Foreign Affairs: Call for Projects for 2019 ‘Sustainable Food and Agriculture’

The Ministry of Europe and Foreign Affairs (MEAE) in partnership with the Ministry of Agriculture and Food (MAA), is currently inviting all French local authorities and foreigners to work together on a project to transition to sustainable food systems (ranging from agricultural production to food waste management) and to build the most appropriate responses to their territory while benefiting from the experience of each.

Objectives

The main objectives are:

Support local governments in the transition to sustainable food systems, including:
- Orienting the stages of production, transformation, distribution, consumption and management of food waste towards greater sustainability, in order to relocate their economy by creating value and local employment in their territories, and thus meet citizens’ demands.
- Realizing territorial dietary diagnoses,
- Valuing short circuits
- Promoting education for food-
- Ensuring social justice and access to food
- Preserving resilient food systems
- Developing urban agriculture
- Promoting the culinary heritage
- Sensitizing the most vulnerable public to a quality diet
Make local communities aware that they have an important role in the transition to sustainable food systems and that collaboration fostering dialogue and exchange on this issue is essential for the progress of each;
Stimulate and strengthen the action of local authorities in the area of food systems and nutrition;
Strengthen the sharing of experiences and initiatives on food systems and enable the transfer of knowledge and expertise between leading communities and other communities;

Eligibility Criteria

All countries in the world are eligible for the generalist AAP except for which there is a bilateral PAA (Quebec, Mexico, Morocco, Tunisia, Palestinian Territories, Lebanon, Senegal)
Equality between women and men and youth: Projects that promote a balanced involvement of women and men and young people will be prioritized. Project proponents will therefore need to include indicators on these topics in their monitoring and evaluation indicators. Parity is not a sufficient indicator to ensure that gender equality is properly taken into account.
Reciprocity between territories: Eligible projects must provide guarantees of balance and good reciprocity for the benefit of the population and the CTFs.
- Mutualisation and coordination of projects between French territorial communities: Priority will be given to projects carried by several CTFs – at least two – associating in order to make their actions more consistent and effective. The ceiling for co-financing projects may be increased by 10 points for shared projects.
- New CTF projects proposed on the territory of a foreign local partner, on which projects and partnerships are already at work with one or more other CTFs, will be eligible only when a good articulation and coordination the new project with the one or those already in place will be explicitly formulated by the different stakeholders (joint mail for example).
Participation of local companies: the projects in which the CTF plan to integrate one or more companies, including the social and solidarity economy sector, from their territory into their actions (co-financing, provision of expertise, etc.) will be privileged. Similarly, the participation of federating organizations or in relation with companies of the French territorial collectivity, such as competitiveness clusters, “clusters” and economic development agencies, is encouraged.
Priority to new projects and French local authorities belonging to a regional multi-stakeholder network: New projects that have not already been financed by the MEAE will be given priority. Priority will be given to projects carried by CTF members of a French regional multi-stakeholder network (RRMA).
