The Ministry of the Kingdom of the Netherlands has launched a second Call for Proposals for the Accountability Fund to strengthen the role and position of civil society by giving a voice to those that have been the least involved in the development of a country.
Themes
The fund has the following thematic priorities:
- Equal rights for women, focused on political participation and empowerment, and the prevention of gender-based violence, especially in rural areas.
- Disability rights, service provision for the disabled.
- Freedom of expression, focused on advocacy, protection and an independent and critical media.
- Natural resource rights, access to land and water.
- Cross-cutting capacity support.
Focus and Criteria
Organizations applying for funding must ensure that their proposals comply with the following baseline criteria:
- The Accountability Fund is meant for local CSOs. Although collaboration with Dutch NGOs is possible.
- The project is specifically aimed at strengthening local CSOs, representing groups that are hard to reach. Especially those who are engaged with strengthening of minority groups and development in the border areas are given priority.
- Only local CSOs are eligible to apply. Ensuring local ownership and legitimacy is important.
- Priority will be given to local CSOs representing groups that are hard to reach or that are marginalized.
- The proposed activities must aim to strengthen the lobbying and advocacy capacity of local CSOs. The fund cannot be used to finance service delivery activities.
- Proposals from local women’s rights organisations are welcome, in light of the €5 million set aside by the fund globally for these organizations each year.
- Proposals are preferably multi-annual and strategic to prevent fragmentation of funds.
- There is no minimum amount that can be awarded for an individual activity, yet considering the total amount per annum the maximum amount is set at €100,000.
