The “EU4Moldova: Key Regions” program has launched a call for funding for projects for the development of community utilities infrastructure and the provision of local public services in urban and rural communities in Cahul and Ungheni districts.
The call for project proposals is implemented by the United Nations Development Program (UNDP) with the financial support of the European Union.
The overall objective of the five-year program is to strengthen economic cohesion, territorial and social development in the Republic of Moldova by facilitating local socio-economic development smart, green, inclusive, sustainable and integrated and improving living standards citizens in key regions: Cahul and Ungheni. To achieve this goal, the Program to address the urban-rural gap in key regions and regional disparities, to stimulate growth and job creation, improve access citizens to quality public services and utilities, taking into account climate change, the economic recession caused by the pandemic and natural risk factors and the gender perspective in Program activities.
The purpose of the Call for Proposals is to provide support to LPAs in the regions key Cahul and Ungheni in solving the most important development problems of Community infrastructure for utilities and the provision of the necessary local public services to stimulate local economic development in a participatory, inclusive and efficiency.
Funding Information
- The total budget of the Call for Project Proposals is EUR 1,779,000.
- Each selected proposal can count on a financial support, which will not exceed EUR 200,000 per project.
- At least eight (8) project proposals for co-financing will be selected through transparent and competitive evaluation procedures.
Eligible Areas
The purpose of the Call for Proposals is to contribute to the economic growth of the regions key Cahul and Ungheni by modernizing public utilities infrastructure and public services local with the application of integrated, efficient, environmentally friendly and business-friendly solutions. The eligible areas of funding that lead to this goal are:
- Local road infrastructure (rehabilitation and modernization), connecting localities and a local roads to the national and international road network, urban mobility andlocal public transport – integrated solutions, applications for efficient transport and reduced road congestion, cycling, connecting rural areas with urban centers, green mobility technologies – car rental / electric vehicles / low emissions, bicycles / scooters).
- Climate change – adapted water supply and sewerage systems (drinking water supply, rehabilitation, expansion, regionalization and modernization systems, rainwater harvesting, flood prevention, adaptation to change climate, blue-green infrastructure solutions to increase resilience to change climate).
- Energy efficiency initiatives that will contribute to saving public money and optimization of energy consumption (lighting of public buildings, public lighting smart using sensors, low power and amplifier power amplifiers Remote).
- Solid waste management (extension of services, selective collection, recycling, reducing the volumes of waste collected, composting).
- Planning and arranging public spaces to improve the quality of life of citizens(sports and leisure facilities – facilities and equipment for outdoor sports ground, football fields, riding stables, leisure areas, practicing facilities a sports);
- Public utility infrastructure related to business development and consolidation of structures economic.
- Urban / rural infrastructure in the areas of compact location of existing enterprises and landmark.
Eligibility Criteria
Eligible applicants under the Call for Proposals are the authorities local public level from Cahul and Ungheni districts. Projects proposed for funding must meet the following eligibility criteria:
- The project proposal is submitted for funding by the first level LPA in the districts Cahul and Ungheni.
- The proposal corresponds to the eligible funding areas (including economic development) and derives from strategic local development documents.
- The project proposal provides for a mandatory financial contribution of at least 20% of the total project budget.
- At least 90% of the requested budget is oriented towards the execution of construction works / procurement of equipment.
- At least 90% of the final beneficiaries are residents of localities in Ungheni and Cahul.
- The project implementation period will not exceed 24 months from the date of signing financing agreement (but not later than June 2023).
