The European Commission (EC) is offering grants to improve the living conditions of local populations (particularly women and young people) and the state of conservation and protection of the biodiversity of the mangrove landscape of the Konkouré estuary.
Objectives
- Specific objectives of this call for proposals are:
- Landscape conservation is improved through the completion of the protected area (PA) creation process, effective management and strengthened law enforcement.
- Under this objective, the DUE has set itself a priority through the OGPRF to guarantee the completion of the process of creating the protected area (PA) and the strengthening of the capacities of the agents of the body of nature conservationists of the MEDD as well as as competent authorities on topics ranging from law enforcement to reinforced surveillance of flora and fauna.
- Economic opportunities for communities bordering the Konkouré mangrove landscape are identified, household incomes and their adaptation to climate change are improved, with particular attention to women and young people.
- Territorial governance of the intervention landscape is improved via planning instruments for natural spaces, such as the Park Development and Management Plan, as well as local development plans while ensuring the harmonization of the different planning instruments. , as well as support for mechanisms for the identification, prevention, management and monitoring of human-wildlife conflicts and those linked to the use of natural resources in the PA
- Sustainable financing development models of all kinds (e.g. “offset” financing) are evaluated and proposed to ensure the sustainable management and financing of the PA after the end of the action;
- The development of a communication strategy regarding the ecological value of mangroves, the risks linked to unsustainable practices, as well as the impact of climate change will be carried out.
- Landscape conservation is improved through the completion of the protected area (PA) creation process, effective management and strengthened law enforcement.

Funding Information
- The overall indicative amount made available under this call for proposals amounts to EUR 3,000,000. The contracting authority reserves the right not to allocate all available funds.
- Amount of grants
- Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- amount: 2,800,000 EUR

Duration
- The initial planned duration of an action cannot be less than 42 months nor exceed 48 months.
Types of Activity
- Any type of activity aimed at achieving the requested objectives is eligible, in particular (non-exhaustive list):
- Training, workshops, technical assistance, and any other activity aimed at capacity building
- Expertise and consultation services, mapping, activities related to territory management
- Activities of coordination, consultation, and promotion of participation within the context of the action
- Monitoring and evaluation activities
- Awareness and disclosure programs
- Environmental rehabilitation actions
- Support for authorities (including seeking other funding)
- Activities aimed at promoting the green and blue economy, preserving natural resources and creating jobs.
Locations
- The actions must be implemented in the Republic of Guinea, in the mangrove landscape of the Konkoure estuary.
Eligibility Criteria
- Lead applicant
- To qualify for a grant, the lead applicant must:
- be a legal entity and
- have no profit motive and
- be established in a member country of the European Union or in one of the member countries of the OECD, when it comes to contracts to be implemented in a less developed country or in a highly indebted poor country, or in countries and developing territories (appearing on the list of ODA beneficiaries established by the OECD DAC ) which are not members of the G20 , in accordance with the list of ODA beneficiaries and according to Regulation (EU) 2021 /947 establishing the Neighborhood, Development and International Cooperation Instrument
- This obligation does not apply to international organizations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies), and not act as an intermediary.
- To qualify for a grant, the lead applicant must:
- Co-applicant(s)
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities can be considered affiliated with the lead applicant and/or co-applicant(s)
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- the control on annual financial statements, consolidated financial statements and related reports of certain forms of undertaking:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). The above is valid for other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Likewise, it may be entities controlling an entity controlling the requester;
- entities at the same level of direct or indirect control as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entities are members, or the applicant is a member of the same entity (for example, a network, federation or association) as the proposed affiliated entities.
