The U.S. Department of State, Bureau of Population Refugees and Migration (PRM) has announced 2019 Notice of Funding Opportunity for NGO programs benefiting Colombian refugees, displaced persons, and conflict victims.
Current Funding Priorities
Proposed activities must primarily support Colombian refugees and asylum seekers in Ecuador and Venezuela, and internally displaced persons (IDPs) in Colombia. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will only consider funding projects that include a target beneficiary base of at least 51 percent Colombian refugees or asylumseekers, recently displaced Colombian IDPs (within past twelve months), and/or Colombian victims of conflict. PRM will consider regional proposals.
Proposals must focus on one or more of the following sectors:
- Protection
- Gender-Based Violence Prevention and Response
- Child Protection
- Health
- Mental Health and Psychosocial Support (MHPSS)
- Nutrition and Food Security
- Education
- Livelihoods
- Shelter
- Core Relief Items/Cash-Based Initiatives
Country-specific Provisions:
- Ecuador
- Sectors: Protection; Gender-Based Violence Prevention and Response; Health; Mental Health and Psychosocial Support; Education; Livelihoods; Shelter; Core Relief Items/Cash-Based Initiatives
- Priority will be given to programs that focus on one or more of the following:
- Provide case management and needs-based assistance, including emergency cash assistance, for vulnerable refugees and asylum seekers;
- Support access to education, health, and other community services provided by the government;
- Support legal assistance for refugees and asylum seekers;
- Support safe shelter for refugees and asylum seekers;
- Support livelihood programs (including programs using the Graduation Approach and programs fostering the inclusion of refugees and asylum seekers in government social protection schemes and economic development plans);
- Prevent and respond to sexual exploitation, abuse, and gender-based violence;
- Provide psychosocial and mental health support; and
- Combat xenophobia and support diversity and integration.
- Venezuela
- Sectors: Protection; Gender-Based Violence Prevention and Response; Health; Mental Health and Psychosocial Support; Nutrition and Food Security; Core Relief Items/Cash-Based Initiatives
- Priority will be given to programs that focus on one or more of the following:
- Provide case management and emergency assistance for vulnerable refugees and asylum seekers;
- Support nutrition, food security, and access to safe drinking water;
- Focus on prevention of sexual exploitation, abuse, and gender-based violence;
- Provide psychosocial and mental health support, and access to emergency medical care; and
- Programs that raise awareness among Colombian refugees on country conditions, and help facilitate access to ongoing voluntary return programs.
- Colombia
- Sectors: Protection; Gender-Based Violence Prevention and Response; Child Protection; Health; Mental Health and Psychosocial Support; Nutrition and Food Security; Education; Core Relief Items/Cash-Based Initiatives
- PRM’s humanitarian assistance funding in Colombia will 1) target new situations of internal displacement and confinement; and 2) connect beneficiaries of humanitarian assistance to government services and development programs.
- Priority will be given to programs that focus on one or more of the following:
- Provide needs-based assistance, including emergency cash assistance, for recently displaced IDPs;
- Support access to education, health, and other community services provided by the government;
- Provide needs-based emergency food assistance;
- Support community-based protection;
- Include vulnerable and/or hard-to-reach communities, including
- Afro-Colombian, indigenous populations, and persons with disabilities;
- Focus on prevention of sexual exploitation, abuse, and gender-based violence;
- Provide psychosocial and mental health support;
- Coordinated with the Humanitarian Response Plan for Colombia; and
- Programs that provide emergency assistance to help support the immediate reintegration of Colombian returnees from Venezuela.
Funding Information
- Program proposals must not request less than $1 million and not more than $3 million per year or they will be disqualified.
- Proposed project start dates: September 1, 2019
- Duration of Activity: Project plans for one, two, or three years will be considered.
Eligible Applicants
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education;
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education; and
- International Organizations.
- International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity announcement.
