The Bureau of Population Refugees and Migration is currently looking for submissions for NGO Programs for Benefiting Refugees in Cameroon and Chad.
Program Area
- Proposals must align with one or more of the following program areas:

- Cameroon Country-Specific
- Proposals should demonstrate alignment with existing refugee response plans and coordination with the United Nations High Commissioner for Refugees (UNHCR) and the Cameroonian government (at national and sub-national levels) in planning, design, implementation, and reporting.
- Proposed activities must support refugees and asylum seekers in Adamaoua and Est as identified below and may also include host community members. PRM will only review proposals for a target population base of at least 50 percent refugees and asylum seekers. Programs should promote self-reliance, including linkages with small and medium enterprises, cooperatives, and markets in line with standards, for populations with limited access to other forms of humanitarian support. Programs should also, whenever possible, pursue a community-based approach that also benefits host communities.
- For activities in the refugee hosting areas of Adamaoua, and Est, proposals must focus on the following sector:
- Livelihoods and Economic Empowerment only. Proposals should be based on market analyses and designed to foster self-reliance among refugees, former refugees, and asylum seekers. Proposals should include plans to measure the impact of proposed activities on achieving self-reliance. PRM has found programs utilizing a graduation approach that employs best practices in the refugee context to be effective. Programs may include host-community participants, as appropriate, provided that at least 50 percent of the participant population are refugees and asylum seekers.
- Chad Country-Specific
- Proposals should demonstrate alignment with the Sudan Situation: Regional Refugee Response Plan, and other existing refugee response plans as well as coordination with the United Nations High Commissioner for Refugees (UNHCR) and the Chadian government (at national and sub-national levels) in planning, design, implementation, and reporting.
- Proposed activities must support refugee and asylum seeker populations in regions as identified below. PRM will only review proposals for a target population base of at least 50 percent refugees and asylum seekers. Programs should, whenever possible, pursue a community-based approach that also benefits host communities. PRM strongly encourages applicants to mainstream protection activities in their programs, including gender-based violence (GBV) risk mitigation, inclusion of marginalized groups, mental health and psychosocial support, and prevention of sexual exploitation and abuse and sexual harassment measures (i.e., continuous training for all staff, volunteers and program participants), across proposed sectors and activities. Given budgetary restraints, PRM encourages joint proposals from two or more NGOs working in complementary sectors.
- For activities in the refugee hosting areas of Ennedi Est, Wadi Fira, Ouddai, and Sila, proposals must focus on one or more of the following sectors:
- Water, Hygiene, and Sanitation (WASH).
Funding Information
- Cameroon Country-Specific
- PRM program proposals must be no higher than the funding ceiling for the first year or they will be disqualified. PRM will permit multi-year proposals that total no more than $3 million for a three-year project or $2 million for a two-year project. Project funding levels do not have to be the same every year.
- Funding floor per year (lowest $ value): $500,000
- Funding ceiling per year (highest $ value): $1,500,000
- Programs period of performance of one-year (12 months) cycles for a period not to exceed three years (36 months) will be considered.
- Program plans for up to two or three years will be considered.
- Chad Country-Specific
- PRM Program proposals must be no higher than the funding ceiling for the first year or they will be disqualified. PRM will permit multi-year proposals that total no more than $4.5 million for a three-year project or $3 million for a two-year project. Project funding levels do not have to be the same every year.
- Funding floor per year (lowest $ value): $500,000
- Funding ceiling per year (highest $ value): $2,000,000
- Programs period of performance of one-year (12 months) cycles for a period not to exceed three years (36 months) will be considered.
- Program plans for up to two or three years will be considered.
Geographic Regions/Populations
- Proposed activities must primarily support refugees and asylum seekers in Cameroon, and Chad. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target program participant base of at least 50 percent refugees and asylum seekers.
Eligibility Criteria
- Eligible Applicants
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status).
- Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- Cost Sharing or Matching: Cost sharing, matching, or cost participation is not a requirement of an application in response to this funding announcement.
- Proposals for consideration should describe the sources and amounts of additional funding that may be utilized to complement PRM funding, and meet the following criteria:
- Are not paid by the Federal Government under another Federal award.
- Are verifiable from the non-Federal entity’s records.
- Are not included as contributions for any other Federal award; and
- Are necessary and reasonable for accomplishment of project or program objectives.
