The U.S. Department of State’s Bureau of Population Refugees and Migration (PRM) has announced a 2020 Notice of Funding Opportunity for NGO Projects benefiting refugees and other vulnerable populations in Egypt.
Proposed activities should primarily support refugee populations in Egypt. Programs must provide a beneficiary breakdown by proportion of Syrian refugee, non-Syrian refugee and host community populations.
Priority will be given to programs that target the most vulnerable populations. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees. Projects should demonstrate increased emphasis on mainstreaming protection, including gender-based violence (GBV) prevention and response and child protection, across proposed sectors and activities.
Program Areas
Proposals must support one or more of the following program areas:
- Humanitarian Protection and Assistance
- Interim and Durable Solutions
Proposals must focus on one or more of the following sectors:
- Protection
- Gender-based Violence Prevention and Response
- Child protection
- Health*
- Mental Health and Psychosocial Support (MHPSS)
- Education
- Livelihoods**
*(Note: Proposals for health programs should focus on increasing refugee and asylum seeker access to existing government- and community-based services rather than developing parallel health care services.)
**(Note: Livelihoods proposals must include a market analysis, or they will be disqualified. Proposals should be based on market assessments and designed to foster self-reliance among refugees and asylum seekers in urban areas. Proposals should include plans to measure the impact of proposed activities on improving self-reliance.)
Proposed activities should primarily support refugee populations in Egypt. PRM will only review proposals for a target beneficiary base of at least 50 percent refugees as outlined in the current funding priorities. Programs should, whenever possible, pursue a community-based approach that also benefits host communities.
Funding Information
- Award Ceiling: $900,000
- Award Floor: $400,000
- Duration of Activity: Program plans for one, two, or three years will be considered.
- Period of Performance: Programs with a period of performance of oneyear (12 month) cycles for a period not to exceed three years (36 months) will be considered.
- Anticipated Amount to be Awarded Total: PRM anticipates, but makes no guarantee, to award up to approximately $1,500,000 total through this NOFO for this country.
- Proposed program start date: August 1, 2020
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education;
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education; and
International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity. Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
