The U.S. Consulate General Hyderabad of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project that brings together Indian and international experts for virtual and in-person consultations, the objective of which will be to define cyber-enabled human trafficking (CEHT) and understand the issue of cyber-enabled human trafficking (CEHT) as observed in select Asian countries.
Using knowledge gained from these virtual consultations, the applicant will develop a draft National Plan of Action for India to counter CEHT, with the involvement of multiple stakeholders from various parts of the country (including trafficking survivors, NGO leaders, cyber experts, lawyers, law-enforcement officers, and local government officials) that can be put before the appropriate government in the following year to be adopted as a national plan of action.
Program Objectives
By the end of the one-year project, stakeholders, including but not limited to, trafficking survivors, NGO activists, lawyers, law-enforcement agencies, and government officials will work together first, via virtual consultations with select Indo-Pacific countries and later through five, in-person, India-specific regional consultations, to develop a national plan of action which describes CEHT, outlines modus operandi used by traffickers to entice and traffic victims of trafficking, and proposes a mechanism to counter cyber-enabled human trafficking for India.
Project Goal: Support India to develop its capacity as a regional partner to fight human trafficking and implement anti-TIP programs.

Project Audience(s)
- Government officials responsible for framing cyber laws and policies; law enforcement officials from cyber cells; civil society organizations working on human trafficking and cyber-crimes; survivors of CEHT.
- The virtual and in-person consultations will cover specifically identified audiences from five cities – one each in Mission India’s five consular districts i.e., the states covered by U.S. Consulates General Hyderabad, Chennai, Mumbai, Kolkata, and the U.S. Embassy in New Delhi.
- While the applicant can recommend the five cities, the location of the regional consultations will be finalized in consultation with Public Diplomacy Section (PDS) Hyderabad.
- The grantee will develop a strategy to ensure gender balance in program invitations, participation, and viewership.
