The Bureau of Oceans and International Environmental and Scientific Affairs’ (OES) Office of Environmental Quality and Transboundary Issues at the Department of State, has announced the Notice of Funding Opportunity (“NOFO”) for “Capacity Building in the Environmentally Sound Management of Plastic Waste in West Africa to Reduce Ocean Pollution”.
This project intends to support municipalities in West Africa to improve environmentally sound management of plastic waste and encourage innovation along the plastic supply chain to reduce plastic waste leakage in to the environment and ocean pollution.
Program Goals
OES/EQT will use FY19 ESF to support municipalities in West Africa to improve environmentally sound management of plastic waste and encourage innovation along the plastic supply chain to reduce plastic waste leakage in to the environment and ocean pollution.
Expected Results
Specific results could include the following:
- Municipalities/local communities are able to connect the informal waste management sector (e.g. waste pickers) to their formal waste management systems, including reuse and recycling supply chains;
- Marginalized or at-risk groups are provided with sustainable economic opportunities through integration into the local waste management economy;
- Municipalities/local communities are able to reduce the amount of plastic waste, that is discharged into the environment, especially ocean and coastal waters;
- Municipalities/local communities are able to improve recycling rates, offer new or increased support or economic incentives for recycling, or implement new and sustainable recycling systems where none existed previously;
- Municipalities/local communities have developed domestic standards to support environmentally sound management of plastic waste;
- Municipalities/local communities develop technical and policy expertise in solid waste management to enable development of infrastructure to support environmentally sound management of plastic waste, including recycling and post-recycling industries.
Activities
To achieve the goals and expected results, the program could include the following activities:
- Providing technical assistance to municipalities/local communities in developing domestic plastic waste management standards;
- Providing policy and technical expertise/assistance that enables a municipality or local community to build infrastructure to support environmentally sound management of plastic waste;
- Providing technical assistance and/or conducting pilot projects to identify and implement innovative methods for plastic waste collection and management;
- Providing technical assistance and/or conducting pilot projects for innovative approaches to generating sustainable economic value from plastic and other waste;
- Providing technical assistance to involve and sustain the informal waste sector in an integrated approach to solid waste management; and
- Implementing public awareness and/or engagement campaigns at the municipal/local level.
Funding Information
- OES expects funding available for a single award of up to $179,725 USD.
- The initial period of performance will be 18 months.
Eligibility Criteria
- Eligibility is limited to U.S. non-profit/nongovernmental organizations subject to section 501 (c) (3) of the U. S. tax code, foreign not-for-profit/nongovernmental organizations, educational institutions, and to public international organizations.
