The Georgia Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is seeking support from and opportunities to partner with likeminded natural resource conservation partners that provides outreach and education on USDA-NRCS programs.
The objective of this Notice of Funding Opportunity (NOFO) is to solicit proposals for outreach and education geared toward multiple audiences that informs participants about NRCS conservation technical assistance and available opportunities through Farm Bill programs. Education may include information on how certain programs or practices can benefit various agricultural operations, assistance on how to apply for programs, or general outreach and education to promote NRCS services and programs. The goal is to use novel, innovative approaches to reach new populations of potential participants, especially historically underserved producers, Veteran farmers, or ranchers or community-based organizations comprised of or representing these entities.

- Ensure equity in the delivery and implementation of all NRCS programs and services.
- Increase assistance for climate-smart agriculture and forestry to support producers in building resiliency across their operations.
- Expand conservation tools and support to address the unique needs of urban farmers and communities nationwide.
- Cultivate a complete and diverse workforce that has the right tools, technologies, and training to uphold the scientific integrity of NRCS.
- Leverage innovative partnerships to expand NRCS’s ability to get conservation on the ground effectively and efficiently.

Eligibility Criteria
- Applicants and applications must meet eligibility criteria by the application deadline to be considered for award. Eligible applicant type is determined by the implementing program statute. Applicant entities identified in the SAM.gov exclusions database as ineligible, prohibited/restricted, or excluded from receiving Federal contracts and certain Federal assistance and benefits will not be considered for Federal funding, as applicable to the funding being requested under this Federal program (2 CFR 200.206(d)). Neither foreign entities nor individuals are eligible to apply for this opportunity.

- County governments
- For profit organizations other than small businesses
- Independent school districts
- Native American tribal governments (Federally recognized)
- Native American tribal organizations (other than Federally recognized tribal governments)
- Nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education)
- Nonprofits that do not have a 501(c)(3) status with the IRS (other than institutions of higher education)
- Private institutions of higher education
- Public and State-controlled institutions of higher education
- Public housing authorities/Indian housing authorities
- Small businesses
- Special district governments

- Any award made pursuant to this NOFO will be made to a single entity. Applicants that apply as “partnerships” or other similar groupings must clearly describe the relationship between the applicant and the “partner” parties. In all but exceptional cases, it must be reflected in the award as an awardee/sub awardee relationship.
- An applicant organization may submit more than one application for different projects or proposing different approaches. In the case of applications submitted as revisions or corrections to a previously submitted application under this NOFO, the agency will consider the last application submitted prior to the established deadline.
- Awards made pursuant to this NOFO are not Farm Bill incentive contracts; therefore, the awards in and of themselves are not limited by the payment limitation in 16 USC
