The Bureau of Population Refugees and Migration is inviting applications for NGO Programs Supporting Refugees and Asylum Seekers in Thailand, Bangladesh, and India.
Program area (For PRM Use)

Program Sectors and Modalities
- Proposals must focus on one or more of the following programmatic sectors identified under each country-specific guidelines:
- Note:In order to ensure greater accountability for protection outcomes in all overseas assistance program proposals, three indicators are required for all programs regardless of design or sector.If the proposed program will not contribute to one or several of these mandatory indicators, the indicator must still be included in the proposal indicator table but with a target of zero.
- Number of individuals directly reached through PRM funding.
- Amount of humanitarian funding distributed to local, national, or refugee-led organizations (in USD)– This amount should include any sub-awards or contracts with local, national, or refugee-led organizations.If the prime applicant is a local, national, or refugee-led organization (note: the IASC working definition of “local” and “national” organizations), they should put the full proposal budget total as the target value.Applicants can put a target of zero for this indicator if it does not apply to them; it will not affect their eligibility.
- Percentage of participants who report that humanitarian assistance is delivered in a safe, accessible, accountable, and participatory manner – This is a protection mainstreaming indicator developed by ECHO and adopted by the Grand Bargain.

- Urban Refugees and Asylum Seekers: PRM welcomes submissions from both international and national NGOs serving the urban refugee and asylum seeker population in Thailand.PRM strongly encourages partnerships with women and refugee-led organizations when possible.
- Sectors:Proposals must focus on one or more of the following programmatic sectors:
- Specifically, PRM welcomes submissions that:
- Improve access to legal services, including representation, community outreach, and mental health and psychosocial services to vulnerable urban refugee and asylum seeker populations in Thailand.Submissions should describe how such activities will support urban refugees and asylum seekers with legal support and encourage greater Royal Thai Government provision of such services directly. - Sectors:Proposals must focus on the one or more of the following sectors.If a proposal includes at least one of the sectors, it can also include a sector not listed with sufficient documentation of the gaps in services in the proposed sector.
- Health.Priority will be given to programs that:
- Reach the least served, most vulnerable populations with primary and secondary care, including maternal and child health, mental health, and preventative care for non-communicable diseases, AND/OR
- Strengthen referral systems, particularly referral systems to (1) provide protection to women, children, LGBTQI+, and other at-risk individuals, and (2) treat and prevent undernutrition, AND/OR
- Improve access to physical rehabilitation.
- Nutrition and Food Security.Priority will be given to programs that:
- Improve identification, treatment, and prevention of undernutrition and malnutrition, including by strengthening health systems, AND/OR
- Improve refugees’ dietary diversity, particularly access to fresh vegetables, with consideration to livelihood opportunities for refugees, AND/OR
- Raise awareness of basic food hygiene and nutritional best practices.
- Shelter and Non-Food Items.Priority will be given to programs that:
- Repair and maintain shelters with a focus on sustainability and weather-resistance, AND/OR
- Provide non-food item assistance through vouchers and in-kind distributions.
- Protection, including Child Protection.Programs focused on prevention and response to GBV should include men and boys.Priority will be given to programs that:
- Assist underserved groups, including adolescents and LGBTQI+ individuals, AND/OR
- Provide support for gender-based violence (GBV) survivors, AND/OR
- Include a component for mental health and psychosocial support.
- Education.Priority will be given to programs that:
- In alignment with the Myanmar Curriculum Program where appropriate, provide high quality, evidence-based primary and secondary education, early child development programs, and accelerated learning programs.
- Livelihoods and Skills Development.Livelihood and skills development activities may be stand-alone or integrated into program activities in other sectors.Priority will be given to programs that:
- Provide skills and capacity building activities for Rohingya refugees as agreed to by the Government of Bangladesh and UN agencies in the Skills Development Framework, AND
- Emphasize equitable gender-balance among participants.

- Funding floor per year (lowest $ value):$250,000 per year
- Funding ceiling per year (highest $ value):$500,000per year
- Note: Funding ceilings and floors pertain to the PRM cost per year.
- Period of Performance: Only program period of performances of 36 months will be considered.
- Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- India Country-Specific Guidance
- Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value):$250,000
- Funding ceiling per year (highest $ value):$1,750,000
- Note: Funding ceilings and floors pertain to the PRM cost per year.
- Period of Performance: Programs period of performance of 12, 24, or 36 months will be considered.
- Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.

- For Program proposals that DO NOT INCLUDE livelihoods or skills development activities:
- Funding floor per year (lowest $ value):$2,000,000 per year
- Funding ceiling per year (highest $ value): $4,500,000 per year
- For Program proposals that INCLUDE livelihoods or skills development activities IN ADDITION TO activities in other sectors (e.g. health, nutrition and food security, shelter and non-food items, protection, or education).
- Funding floor per year (lowest $ value):$3,000,000 per year
- Funding ceiling per year (highest $ value): $6,500,000 per year
- Note: At least $1,000,000 of the proposed budget must be for livelihood or skills development activities.

Geographic Regions / Populations
- Proposed activities should primarily supportrefugees and asylum seeker populations in Thailand, Bangladesh, and India locations.Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target program participant base of at least 50 percent refugees and asylum seekers.
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status).
- Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- International Organizations.International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this NOFO.Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
- Cost Sharing or Matching:Cost sharing, matching, or cost participation is not a requirement of an application in response to this funding announcement.
- Proposals for consideration should describe the sources and amounts of additional funding that may be utilized to complement PRM funding, and meet the following criteria:
- Are not paid by the Federal Government under another Federal award.
- Are verifiable from the non-Federal entity’s records.
- Are not included as contributions for any other Federal award; and
- Are necessary and reasonable for accomplishment of project or program objectives.
- Please include this information in the Budget Summary, Budget Detail, and Budget Narrative of the proposal, and separated from the PRM share of the proposed budget.
Note: Though favorably looked upon, inclusion will not result in a competitive ranking increase when evaluated.
