The United States Agency for International Development (USAID) seeks applications from qualified entities to implement USAID Madagascar Rural WASH activity to strengthen water, sanitation, and hygiene (WASH) progress in Madagascar, support the Government of Madagascar in leading sector progress, and stimulating private sector WASH service delivery to achieve Sustainable Development Goals and promote WASH sector growth.
USAID/Madagascar plans to build on current momentum in WASH sector governance in Madagascar to accelerate sustainable access to WASH services in rural communes and districts by addressing the known challenges to rural service delivery, building on successes achieved through USAID RANO WASH and other sector actors and recent commitments from the GoM, USAID, and its development partners.
This activity is aligned with the United States Global Water Strategy (2022-2027) in its strategic objectives (SO) 1-Strengthen Water and Sanitation Sector, Governance, Financing, Institutions, and Markets; SO2-Increase Equitable Access to Safe, Sustainable, and Climate-Resilient Drinking Water and Sanitation Services and Adoption of Key Behaviors; and SO3-Improve Climate-Resilient Conservation and Management of Freshwater Resources and Associated Ecosystems. It is also aligned with the USAID/Madagascar Country Development Cooperation Strategy (CDCS)2 , in particular Development Objective 1, “Improved human capacity to contribute to sustainability and resilience”.
The USAID/Madagascar Rural WASH activity, hereafter referred to as ‘the Activity’, intends to improve access to and use of water and sanitation services, focused on strengthening the WASH enabling environment and improving supply of and demand for WASH services in selected regions and rural communes.

- The anticipated period of performance is five (5) years. The estimated start date is November 2023. The effective date of this activity is from the date of the Award signature.
Geographic Scope: Analysis of the Madagascar regions with lowest water and sanitation coverage led to the choice of seven intervention regions: Vatovavy, Fitovinany, Sofia, Betsiboka, Atsimo Atsinanana, Anosy and Androy. The criteria took into account the priorities of the MoWASH, considering regions where there is great need and where there are few or no development actors.
Eligibility Criteria
- Eligibility for this NFO is not restricted. Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
- New Partners and/or Local Organizations
- USAID encourages applications from new partners and local organizations. However, resultant awards to these new and/or local organizations may be delayed if USAID must undertake necessary pre-award reviews of these organizations to determine their “responsibility” as discussed.
- These organizations should take this into account and plan their implementation dates and activities accordingly.
- New Partners: USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Local Organizations and Sub-Agreements: Non-local organizations are encouraged to partner with local organizations. Local organizations (lead host-country investigators or institutions) may enter into sub-agreements with technical-assistance providers locally or based in other countries including the United States. For any application, sub agreements to non-local (outside of host country) entities are limited to less than 50% of the entire award, unless a specific justification is provided.
