The Office of Refugee Resettlement/Division of Children’s Services/Unaccompanied Refugee Minors program (ORR/DCS/URM) within the Administration for Children and Families is seeking applications for a program entitled “Alternative Transitional Services for Unaccompanied Refugee Minors” with an aim to provide child welfare services and benefits to children eligible for placement, services and benefits.
The Unaccompanied Refugee Minors (URM) program provides such youth with the same range of child welfare benefits and services available to other foster children in the State of placement, including services identified in a State plans under titles IV-B and IV-E of the Social Security Act, such as associated independent living benefits and services.
The Alternative Transitional Services for Unaccompanied Refugee Minors (ATS URM) project will provide time-limited transitional placement, benefits and services to assist eligible older youth to obtain the skills necessary for economic self-sufficiency and independent living, as quickly as possible.
A range of possible placement options are anticipated; placements provided to youth under the age of 18 must be licensed according to state/local licensing regulations. Major program activities will include work readiness training and job placement and retention in a supportive environment. Beneficiaries will include older youth eligible for services including but not limited to Special Immigrant Juveniles and trafficking victims. Beneficiaries must be oriented towards entering the work force and obtaining independence in a short period of time.

Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Private institutions of higher education
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- The Office of Refugee Resettlement is limiting this FOA to private non-profit agencies.
- Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
- Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
