The Embassy of the Czech Republic in Kyiv, in collaboration with the Czech Development Agency, has announced a Call for Proposals for development cooperation projects in Ukraine for the period 2026–2028. This initiative invites eligible organizations to submit project proposals that align with key development priorities in Ukraine, contributing to long-term social and economic stability.
The call will focus on several critical areas. In the education sector, the emphasis will be on supporting Ukrainian primary and secondary schools—equivalent to the 1st and 2nd levels of primary school in Czechia. Specific areas of support include mental health services within schools, inclusive education practices, improving the quality of education, and providing material assistance.
In the healthcare sector, the priority will be on rehabilitation care, with mental health being addressed as a cross-cutting theme across initiatives. For the area of civil society and good governance, the focus will be on enhancing civic participation and local governance.
Proposed projects may address the reintegration of veterans, internally displaced persons (IDPs), returnees, and other vulnerable populations at the municipal level. Other possible areas include community mental health services and employment support opportunities for those affected by displacement or conflict.
In the agriculture sector, the call supports reforms aligned with Ukraine’s EU accession process. Projects should aim to provide legislative and compliance assistance and help align Ukrainian agricultural practices with EU standards through Czech expertise.
In terms of funding, the total budget allocations are as follows: CZK 30 million for education (allocated as CZK 10 million annually), CZK 30 million for healthcare (also CZK 10 million per year), CZK 33 million for supporting civil society and good governance (CZK 11 million per year), and CZK 36 million for agriculture (CZK 12 million per year).
Proposals will be evaluated in accordance with the Czech Republic’s Methodology of Foreign Development Cooperation. Additional emphasis will be placed on the quality of the proposal, including a clear identification of the issue, a sound baseline analysis, the design of the proposed solution, stakeholder involvement, and effective risk management.
The internal logic of the proposal will also be considered—specifically, how well the proposed activities address the identified problem and minimize potential negative impacts. Furthermore, projects should demonstrate strong development potential, particularly through the use of Czech expertise and their contribution to long-term development goals.
Finally, the relevance of each proposal to the defined sectoral and geographic priorities, as well as its alignment with the overall financial framework, will be key criteria during the evaluation process.
