The Water Research Foundation (WRF) is now accepting proposals for its Feasibility and Applicability of Emerging Utility-led Innovations in Addressing Affordability.
This project is funded by The Water Research Foundation (WRF) as part of WRF’s Research Priority Program.
Project Objectives
The key project objectives are to
- document the emerging affordability programs implemented by a variety of water utilities in various contexts;
- evaluate associated costs, benefits, and outcomes for utilities and customers in need; other
- disseminate the findings to utilities and stakeholders to enhance program responsiveness and effectiveness. Affordability program options in this context include customer assistance programs (CAPs); customer service policies; and procedures, rate designs, and other measures designed to aid customers in need and maintain water services.
Research approach
- This RFP is intentionally flexible in the research approach to encourage creativity and originality from proposers. Proposers should describe how they will conduct the research to meet the listed objectives. The following approach is intended as a starting point.
Funding information
- Applicants may request up to $200,000 in WRF funds for this project.
- The anticipated performance period for this project is 18-24 months from the contract start date.

The expected deliverables from this project may include, but are not limited to the following:
- Literature review
- Final project report
- Peer-reviewed journal article
- Survey report
- Webcast, conference presentation, podcast(s), etc.
- Affordability program toolkit, including fact sheets, case studies, infographics, videos, etc.
- Workshop(s)
Eligibility Criteria
- Proposals will be accepted from domestic or international entities, including educational institutions, research organizations, governmental agencies, and consultants or other for-profit entities.
