The European Commission (EC) is calling for proposals for Public Awareness Raising in Renewable Energy & Energy Efficiency.
Objectives
- The global objective of this call for proposals is to contribute to a sustainable energy transition in Viet Nam.
- The specific objective of this call for proposals is to increase public and private-sector awareness of renewable energy (RE) & energy efficiency (EE) policies/programmes, and the effectiveness of RE/EE practices and initiatives are significantly raised, contributing to sustainable energy supply, consumption and security in Viet Nam, the country’s transition towards a low-carbon economy and increased gender diversity in the energy sector.
Priorities
The priorities of this call for proposals are:
- to equip key public and private stakeholders with understanding and knowledge of RE/EE policies, the effectiveness of RE/EE measures and initiatives and gender-sensitivity; and
- to improve media communication and coverage on RE/EE and gender-sensitivity in the energy sector.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 3 500 000.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 3 200 000
- maximum amount: EUR 3 500 000
Outcomes
- Specific outcome 1: Key public and private stakeholders in all provinces and centrally-controlled cities have sound and gender-sensitive knowledge and understanding of current and newly-released RE/EE policies;
- Specific outcome 2: Reporters at the targeted national and provincial mass media have improved and gendersensitive capacity and understanding on RE/EE and gender diversity in the energy sector, and increase their coverage on the topic;
- Specific outcome 3: Key gender-diverse community groups in selected cities have improved awareness and capacity on gender-sensitive development and application of best RE/EE practices and initiatives;
- Specific outcome 4: SMEs and banking sectors have sound and gender-sensitive understanding of the importance of RE/EE and the business case for RE/EE investment.
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a Civil Society Organisation (CSO) or International Organisation
- be established in Viet Nam or in a Member State of the European Union or in a eligible country or territory
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- one of the applicants (lead applicant and/or one co-applicant) must have had a presence in Viet Nam for at least 3 years at the time the call for proposals is launched. This obligation does not apply to international organisations
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
