The United Nations Development Programme (UNDP) has launched a call for proposals under the theme ‘How could local authorities facilitate access to basic services in rural communes of Burkina Faso through digital technology?’.
Challenge
- A major opportunity is given to them to use digitization to improve the accessibility of basic social services in all rural municipalities in general and those of Diabo , Goughin and Fada N’Gourma in particular and thus structure the whole of the ecosystem by setting up digital platform solutions. A platform to help the municipality issue civil status certificates and other administrative documents in a short time. A platform that delivers quality health and education services.
- Your proposal for the Access to Basic Social Services Challenge should answer the following key questions
- Which use cases and digital platform models can significantly increase “citizen” satisfaction and significantly increase the use of civil status and other services in order to restore trust between public administration and citizens?;
- What digital solution could improve access to healthcare for communities?
- How can a platform embody the local needs of populations while having open interfaces to be interoperable with other platforms?
- How to eventually build an open, adaptable and duplicable digital platform for different sectors of the community?
Methodology
- The methodological approach proposed will follow the Acceleration Lab learning cycle which aims to be innovative, holistic, participatory and inclusive. Collective intelligence and design thinking methods will be favored for co -creation. The priority challenges of birth registration, particularly those of IDPs; access to basic services, particularly health services; of citizen participation and the fight against corruption will be made available to interested parties.
Eligibility Criteria
- This call for proposals for concept notes aims to select 3 best proposals for concept notes of innovative ideas in response to the challenges of accessibility to basic social services
- The 3 selected notes will be the subject of contractualization for a deepening according to the methodology defined above in order to design a platform or even a flexible, less expensive web portal.
- These ideas must have considerable potential impact and the ability to be deployed in other situations. Any person or group who are interested can apply.
- Any interested person (individual or group or legal entity) is requested to send their detailed proposal to the e-mail address set up for this purpose by the UNDP
- Proposals can be in text and/or video, graphics.
Selection Criteria
- A selection committee is set up in accordance with internal UNDP procedures.
- The solutions must arrive in word , PDF or other document format.
- The following evaluation criteria will be taken into account when appraising the concept notes:
- Analysis/understanding of the terms of the call;
- Proposed methodology;
- Capacity for integration and agility of the solution as well as the capacity to take into account language issues and the ability to write or not;
- A solution capable of responding to the challenges;
- Proposed visual quality of the proposal.
Participant Profile
- Those who wish to take part can do so individually or as a team. However, individuals must meet the following minimum requirements:
- Hold a BAC+5 design engineer level diploma at least in information and communication technologies with a component on Internet technologies;
- Justify a minimum of 4 years of professional experience in the design and supply of a web portal with an integrated database;
- Have created at least 3 different web portals , proof of good performance with contacts of reference persons for each portal ;
- Have a good command of office tools (Microsoft and Acrobat) and Internet technologies (PHP, MySQL, Python, Perl, XHTML, JavaScript, etc.);
- Have a good practice of image editing tools (such as Photoshop or The Gimp ).
- Imagination and initiative, a sense of design and experience with desktop publishing (DTP) products are an asset.
