The U.S. Agency for International Development (USAID) has entered into a cooperative agreement with RTI International, a nonprofit international research and development institute, to implement the Reinforcement of Initial Reading for All (RELIT) program in Senegal for a period of 5 years (2021-2026).
Lead RTI is rolling out the program with partners Associated in Research and Education for Development (ARED) and Save the Children and through a government-to government (G2G) project with the Ministry of National Education (MEN).
RELIT improves the reading skills of Senegalese children through high quality bilingual education.
In collaboration with the government of Senegal, RELIT capitalizes on previous achievements supported by USAID to improve the teaching of reading-writing in three national languages, namely Wolof, Seereer and Pulaar. RELIT extends teaching to Mandinka and Sooninke languages, while developing materials for Jóola. RELIT trains teachers to deliver effective reading instruction in national languages and provides schools with teaching and learning materials in first (CI) and second (CP) grades, as well as a comprehensive French language curriculum second.
The RELIT program is implemented in the regions of: Diourbel, Fatick, Kaffrine, Kaolack, Louga, Matam, Saint-Louis, Tambacounda, Kédougou, and in a sample of 15 schools in Dakar.
Objectives
- Selected organizations will support schools and communities in target areas of RELIT to promote excellence in bilingual reading (national languages and French as a second language) through the activities described below:
- Community Mobilization
- Increase the commitment of parents, civil society, private sector organizations, the educational community and local governments on the use of national languages and bilingualism in teaching/learning;
- Ensure that the communities take ownership of the bilingual reading program in keeping with their social, religious and cultural values, and with the traditions linked to the education of children;
- Ensuring parental buy-in and support in learning initial reading bilingual;
- Improve communication between the parent and the teacher on the performance of student reading
- Care for children with disabilities
- Develop social inclusion activities to support the academies in the target regions to better integrate children with disabilities into the school offer of the large preschool section (Tambacounda and Kédougou), CI and CP.
- Support for a national communication campaign on bilingualism
- Accompany RELIT in its support to the Ministry of National Education for the implementation of a mass communication campaign on the Harmonized Model of Bilingual Education in Senegal (MOHEBS).
- Preschool support for Tambacounda and Kédougou
- Develop various materials to support play activities in the RELIT preschool program;
- Develop complementary material for preschool;
- Develop strategies and implement innovative activities to engage parents in supporting their children in preschool.
- Digitization of didactic material and complementary material
- Develop innovative solutions for the digitization of teaching materials in class and complementary materials to promote bilingual reading for CI and CP taking into account issues of internet access;
- Accompany RELIT in the implementation of the digitized material in a system e-learning.
- Community Mobilization
Types of Grants
- The grant implementation period will be 2023-2026.
- Subsidies are of 3 types:
- Fixed Amount Grant up to $250,000: Characterized by its focus on programmatic achievements that are easily identified and quantified.
- Standard or Reimbursable Cost Reimbursement Grant over $250,000: is a fully reimbursable grant agreement and should only be used by a grantee with adequate financial, administrative and managerial capacity to appropriately manage the funds.
- Simplified Cost Reimbursement Grant up to $250,000: is a grant agreement used when all costs to be charged to the grant are identified in the grant application.
- The grants awarded will be between Fifty Thousand (50,000) and One (01) Million bucks. Subsidies will be made in CFA Francs.
Eligibility Criteria
- Are eligible, associations, local non-governmental organizations (NGOs), legally established in Senegal for at least five (05) years with a minimum annual budget of One Hundred Thousand (100,000) Dollars.
- Interested organizations must provide information on their capacity and experience demonstrating that they are qualified for the services relating to the RELIT program.
