The European Commission (EC) is now accepting proposals to strengthen the roles and capacities of civil society as actors in governance in Georgia.
Objectives
- The specific objective(s) of this call for proposals is/are:
- Lot 1: to promote an enabling electoral environment and support free and fair elections in Georgia
- Lot 2: to counter gender-based violence and increase gender equality in Georgia
- Lot 3: to foster nationwide civic engagement and democratic oversight on Georgia’s path to EU integration
- Lot 4: to contribute to food security in Georgia by reducing food waste and losses at local level
- Lot 5: to reinforce environmental protection and the fight against climate change
- Lot 6: to enhance civil society oversight and increase citizen awareness on judicial reforms
- Lot 7: to strengthen the role of civil society organisations in the monitoring and implementation of public administration reform, decentralisation and public accountability in Georgia, at national and local levels
Priorities
The priority(ies) of this call for proposals is/are:
- Lot 1:
- promoting voter education on electoral rules, rights and obligations as well as assisting civic oversight during electoral processes; and
- safeguarding political ethics, accountability of duty-bearers and facilitating clear and open communication between voters, political parties and other election stakeholders.
- Lot 2:
- increasing capacities of local CSOs to monitor national/local gender policy, including support to their implementation through pilot programs on DM/VAW, women political participation and women economic empowerment, employment and entrepreneurship, including women refugees from Ukraine; and
- advancing gender-sensitive education at earlier stages of the educational system of Georgia; and/or
- strengthening perpetrator programs, including improved access to/expansion of services; and/or
- provision of psychosocial support to survivors of violence (domestic and gender-based violence, war-related violence specifically for Ukrainian women refugees and children).
- Lot 3:
- capacitating CSOs, academia, think tanks and independent media to support Georgia on its path to EU integration; and
- fostering meaningful exchange on European integration and establishing people-to-people contacts, coalition and network building, including with regional and European networks.
- Lot 4:
- developing, promoting, implementing and monitoring of a gender-responsive and environmentally-sound system for the reduction of food losses and food waste at local/municipal level; and
- organisation of the provision of sufficient and wholesome food to vulnerable groups at local/municipal level: and
- raising awareness, organisation/mobilisation and empowerment of consumers and/or consumer organisations at local/municipal level regarding the issue of food waste and food losses; and/or
- raising awareness and mobilisation of local/municipal HORECA actors about the issue of food waste; and/or
- raising awareness and support to primary producers regarding food losses at farm gate level.
- Lot 5:
- implementing policies and actions that contribute to environmental protection and climate change mitigation and/or adaptation; and
- promoting actions contributing to environmental protection and climate change mitigation and/or adaptation implemented by municipalities and Local Action Groups (LAGs); and/or
- encouraging behavioural change among populations towards reduction and separation of waste, the use of environmentally-friendly transport, energy-efficiency of buildings and equipment as well as the reduction of temperatures in buildings; and/or
- supporting the development of the circular economy and the generalisation of recycling practices in Georgia; and/or
- promoting climate-smart agriculture.
- Lot 6:
- Advancing civil society initiatives aimed at monitoring and reinforcing justice sector reforms contributing to access to justice for vulnerable groups; and/or
- Improving open access to reasoned court decisions, especially on decisions of the courts of first instance and landmark cases; and/or
- Encouraging local citizen-centric dialogue between judicial institutions/judges and other relevant stakeholders to promote strategic reform-planning and increase citizen trust in the judiciary.
- Lot 7:
- monitoring public policies and practices in PAR, public accountability, anti-corruption, OGP, decentralisation and PFM at national and local level; and/or
- monitoring and supporting the implementation of Local Authorities’ commitments in PAR, PFM, accountability sphere (OGP included).

Eligibility Criteria
Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation and
- be established in a Member State of the European Union, in Georgia, or in any other eligible countries as stipulated in the basic act NDICI and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
Co-applicant(s)
- It is obligatory that at least one co-applicant is involved in the action.
- If the lead applicant is not established in Georgia, the involvement in the action of at least one co-applicant established and functioning in Georgia is obligatory.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures
