The European Commission has launched a call for proposals to Support and empower civil society in its actions to protect, promote democracy, human rights, the rule of law, gender equality and fundamental freedoms in Equatorial Guinea.

Program Objectives

This call for proposals is divided into 2 lots with three specific objectives per lot:

The specific objectives of this call for proposals are:

  • Specific objectives of lot 1 CSOs:
    • SO 1: Strengthen the commitment and capacities of local CSOs and independent media to engage in policy dialogue at the local and national levels
    • SO 2: Strengthen the capacities of local women’s and youth CSOs to participate in decision-making processes, as well as to promote gender equality and youth inclusion
    • SO 3: Enhance the capacity and ability of local civil society partners to maintain and promote an enabling environment
  • Specific objectives of lot 2 Human Rights:
    • SO 1: Strengthen the capacities of civil society so that they can effectively defend the rule of law and the principle of habeas corpus, as well as promote the equitable satisfaction of basic needs and  the conduct of dialogues social
    • SO 2: Provide support to human rights organizations and promote access to effective protection for human rights defenders and their families
    • SO 3: Strengthen the capacities of civil society organizations and human rights defenders in defense, legal advice, and public awareness.
Priorities

The priorities of this call for proposals are:

  • For lot 1: Actions aimed at developing multidimensional capacities of local CSOs;
  • For lot 2:
    • Actions closely linked to the global principles and values of promoting democracy, good governance, the rule of law and respect for human rights in accordance with international and regional conventions;
    • Actions aimed at activists and human rights defenders In this sense, the logical framework indicators must be disaggregated by gender and any study / analysis / survey aimed at better understanding the situation of women and girls in the country is considered recommendable. Additionally, the development of specific actions to support and promote gender equality in general, and the rights of women and girls in particular, is considered recommendable.
    • Actions aimed at communication media that promote human rights and the opening of spaces for dialogue between CSOs and local and national authorities
  • For both lots:
    • Actions aimed at the most vulnerable and at-risk populations in the country;
    • Focus on the needs and challenges faced by the most vulnerable and marginalized groups and/or encourage the constitution and capacity building of networks of local organizations and implementing actors. The priorities of this call for proposals are:
      • The partnership between various actors to guarantee
        • experience / knowledge of the intervention area and
        • proven specialization in the proposed field of intervention;
    • complementarity and good coordination with actions financed by other instruments and programs of the European Union (including the Humanitarian Office of the European Commission – ECHO where appropriate) and its Member States (France, Portugal, Spain, Germany) or other partners to development in guinea The above mentioned added value elements will be taken into account during the evaluation by the evaluation committee.
    •  Actions aimed at developing multidimensional capacities of local CSOs; Equatorial;
    • Taking into account cross-cutting issues such as environmental protection and the fight against climate change, respect for the rights of indigenous populations and the fight against HIV / AIDS;
    • Actions closely linked to the global principles and values of promoting democracy, good governance, the rule of law and respect for human rights in accordance with international and regional conventions;
    • Taking into consideration issues related to gender equality, which will be mandatory for each lot of this call in relation to the implementation of the third EU gender action plan applicable to all external actions.
    • actions aimed at activists and human rights defenders In this sense, the logical framework indicators must be disaggregated by gender and any study / analysis / survey aimed at better understanding the situation of women and girls in the country is considered recommendable. Additionally, the development of specific actions to support and promote gender equality in general, and the rights of women and girls in particular, is considered recommendable.
    • Proposals may, where appropriate, propose:
      • Innovative approaches or methodologies, capable of being replicated on a larger scale, including the use of new information and communication technologies, social networks, etc.
      • Actions aimed at the most vulnerable and at-risk populations in the country;
      • Focus on the needs and challenges faced by the most vulnerable and marginalized groups and/or encourage the constitution and capacity building of networks of local organizations and implementing actors.
      • Actions that contribute to strengthening dialogue and collaboration between civil society organizations and local and national authorities.
      • The above mentioned added value elements will be taken into account during the evaluation by the evaluation committee.
Funding Information
  • The total indicative amount allocated to this call for proposals is EUR 4,655,000. The Contracting Authority reserves the right not to award all available funds.
    • Lot 1: Civil Society Organisations: EUR 3 325 000;
    • Lot 2: Promotion and protection of Human Rights: €1,330,000 of which €310,000 to be financed from the 2022 budget, €350,000 to be financed from the 2023 budget and €770,000 to be financed from the budget of 2023 and the 2024 budget, subject to the availability of the credits provided for in the general budget of the Union for 2023 and 2024.
  • For lot 1:
    • Minimum amount: 800 000 EUR
    • Maximum amount: 1 000 000 EUR
  • For lot 2:
    • Minimum amount: 500 000 EUR
    • Maximum amount: 660 000 EUR
Eligibility Criteria

Main applicant

  • And, where appropriate, the affiliated entities of the lead applicant or co-applicants;
  • To be eligible for a grant, the lead applicant must:
    • To be a legal person;
    • Not for profit; and
    • be established in16 a Member State of the European Union or in the Republic of Equatorial Guinea
    • This obligation does not apply to international organizations
    • Be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not merely act as intermediaries;

Cosolicitors

  • Co-applicants (must necessarily be local organisations) will participate in the design and implementation of the action, and the costs they incur will be eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must meet the eligibility criteria applicable to the lead applicant itself.
  • Co-applicants must sign the mandate
  • In addition, please note that contracts cannot be awarded or signed with those applicants included in the lists of restrictive measures of the EU

Affiliated Entities

  • The main applicant and its co-applicants may act with affiliated entities
  • Only the following entities may be considered entities affiliated with the lead applicant or coapplicants:
    • Cosolicitors Only entities that have a structural link to the applicants (ie the lead applicant or a co-applicant), especially if the link is legal or capital.
  • Thus, the affiliated entities of an applicant may be: The following are not considered entities affiliated with an applicant:
    • Entities controlled directly or indirectly by the applicant (subsidiaries or first level subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level affiliates), and the same applies to the following levels of control.
    • Entities that directly or indirectly control the applicant (parent companies).
    • Entities receiving financial support from the applicant,
    • Entities cooperating regularly with the applicant on the basis of a memorandum of understanding or sharing some assets,
    • Entities having signed a consortium agreement under the grant contract. Likewise, they may be entities that control an entity that in turn controls the applicant. How can the existence of the required link with an applicant be verified?
    • Entities under the same direct or indirect control as the applicant (associated companies).
    • Membership, i.e. the applicant is legally defined as, for example, a network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, a network, federation or association ) than the proposed affiliated entities.
