The Italian Agency for Development Cooperation (AICS) has launched a Call for Proposals for national Non-Governmental Organizations and international NonGovernmental Organizations to improve Agricultural Production.
The Agricultural Production Improvement Project in Central-Eastern Mauritanian Phase II – (PAPACEMII) responds to the will of the Italian Government to support the policies and efforts of the Government of the Islamic Republic of Mauritania aiming, within a general framework of poverty reduction, to improve the level of food and nutritional security of vulnerable rural populations.
Objectives
- The Global Objective of the project is: Contribute to the reduction of vulnerability and food insecurity by enhancing the potential of agro-pastoral areas in central-eastern Mauritania.
- The Specific Objectives of the project are: Improve agricultural and agro-pastoral production in the project intervention areas where rainfed and recession agriculture are possible and practiced by small and medium-sized community farms; 2- Promote nutritional and food education of the populations.
Components
The implementation of PAPACEM II revolves around the 4 components:
- Investment Fund (FI): This component provides for the constitution of an Investment Fund for the financing of Micro-Projects promoted by producer organizations, at least 30% of which are made up of women according to the methodology already tested by PAPACEM
- Training of farmers and agro-pastoralists: PAPACEM II provides for the training of farmers and agro-pastoralists belonging to small and mediumsized community farms benefiting from component 1 on suitable cultivation and production techniques, for example: the conduct of field work that respects the environment, product enhancement. forest management and rational appropriation of agricultural infrastructure built under the program. The training of farmers and agro-pastoralists will be provided, in collaboration with the regional delegations of the CSA and the Ministry of Agriculture and possibly that of livestock, by one of the NGOs active in the field of intervention.
- Promotion of changes in diet: The project will carry out awareness-raising and training actions for the target populations (in priority the female population, women mothers of families, members of civil society associations) in the sites where the hydro-agricultural infrastructures will be rehabilitated and the fences of cultivated land will be built. and other pilot plants as well as the provision of inputs.
Funding Information
- The funds made available by the PAPACEMII project for this call for proposals will not exceed the amount of 250,000 Euro for the three years of the project.
- The duration total of the PAPACEMII project is 36 months, while that of the NGO intervention cannot exceed the 30 months. The duration of the NGO intervention should cover the entire period of the second and third year of the project, while for the first year it is expected that the NGOs can start their work only after the Technical Secretariat and the Pilotage of PAPACEM have completed all the administrative formalities for the smooth running of the project.
Eligibility Criteria
- To achieve the objectives set in component 2 of the project:
- Develop documents / means / training tools adapted to the field and to the beneficiaries on priority technical themes such as plowing, sowing, pest control, mass selection and seed conservation, storage and post-harvest treatment of products.
- Train community organizations of farmers and agro-pastoralists benefiting from other Project activities in the field;
- Participate in raising awareness among beneficiary communities and support them in the process of accessing the Investment Fund;
- Support the Regional Delegations of the CSA and the Technical Secretariat in assisting community organizations and farms of farmers and agropastoralists in identifying technical needs and activities to be financed;
- They must develop and report to the TS:
- the half-yearly and annual action plans and the provisional budget.
- quarterly and annual reports (narrative and financial) on the activities carried out.
