The United Nations Development Programme (UNDP) has announced Regional Program for Local Democracy in the Western Balkans 2 (ReLOaD2) to strengthen participatory democracy and EU integration in the Western Balkans, by strengthening civil society and encouraging young people to actively participate in the decision-making process, and improving a supportive legal and financial environment for civil society.
The Regional Program for Local Democracy in the Western Balkans 2 (ReLOaD2) is a continuation of EU-supported initiatives – Local Democracy Strengthening Project (LOD, 2009-2016) and the subsequently expanded Regional Program for Local Democracy in the Western Balkans (ReLOaD, 2017-2020). Like previous projects, this project is funded by the European Union (EU) and implemented by the United Nations Development Program (UNDP) in six countries in the region: Albania, Bosnia and Herzegovina (BiH), the Republic of Northern Macedonia, Montenegro, Kosovo and Serbia.
The specific goal of the project is to strengthen partnerships between local authorities and civil society in the Western Balkans, by spreading a successful model of transparent project financing of CSOs (LOD methodology) from local government budgets, aimed at greater civic participation and youth participation in decision-making processes and improved service delivery. in local communities.
Members of the ReLOaD2 Project Partnership Board in Bosnia and Herzegovina are: Delegation of the European Union to BiH, Ministry of Justice of BiH, Federal Ministry of Justice, Ministry of Administration and Local Self-Government of Republika Srpska, both entity associations of municipalities and cities, representative of civil society organizations elected from the Advisory Board and a representative of the TACSO3 project in BiH.
Priority Areas
- This is an opportunity to call on all civil society organizations (CSOs) from Bosnia and Herzegovina to submit project proposals which are related to the development objectives of the municipality that are listed in the document Development Strategy of the Municipality of Center Sarajevo in the period 2016th-2022nd , from the following priority areas:
- Young
- Culture
- Education
- Environmental protection, rural development and tourism
- Sport
- Funding will be allocated to those civil society organizations whose projects contribute to addressing one or more priorities, and which meet the other requirements of the public call.
Funding Information
- The value of project proposals to be awarded under this call must be between the following minimum and maximum amount:
- minimum amount: 10,000.00 KM
- maximum amount: 70.000,00KM
- One civil society organization may submit several project proposals within one or more public calls, provided that the maximum amount of funds that can be allocated for project implementation to one civil society organization during the total duration of the ReLOaD2 project is 120,000.00 KM.
- The grant awarded under this call may finance administrative costs (human resources, travel / transportation and office expenses) up to a maximum of 30% of the total budget. The amount of funds requested for the purchase of equipment and reconstruction may not exceed 30% of the total budget in the cumulative amount.
- The implementer of the project, the United Nations Development Program (UNDP), reserves the right not to allocate all available financial resources.
- The duration of the project can be from 6 (six) to 12 (twelve) months, in the period from December 2021 to December 2022.
Eligibility Criteria
- Participation in this public call is open, on an equal basis, to all formally registered CSOs (association or foundation), in accordance with the applicable legislation in Bosnia and Herzegovina.
- To apply for the public call, applicants must:
- be formally registered CSOs in accordance with applicable legislation (association or foundation);
- Potential applicants cannot participate in the call or receive grants if they do not submit a signed and scanned eligibility statement with the project proposal
- This public call is not open to branches of foreign and international associations, foundations and other non-profit organizations registered and operating in Bosnia and Herzegovina.
- Applicants will be excluded from participating in the call or from the award of grants if at the time of the call for proposals:
- subjects of conflict of interest;
- guilty of giving false information to the contracting authority, which is necessary as a precondition for participating in the call for proposals or if they have not provided the necessary information;
- try to obtain confidential information, influence the evaluation committee or the contracting authority during the evaluation process of the call for proposals.
Partnerships and Partner Eligibility
Applicants can apply independently or in partnership with other civil society organizations / non-governmental organizations.
- Partner organizations
- Project partners can be: only other civil society organizations / non-governmental organizations. The applicant’s partners participate in the creation and implementation of the project, the same rules apply to partner organizations as well as to the costs of the project holder (applicant). Partner organizations must meet the same eligibility requirements as the applicant. If applying in partnership, the “Applicant,” will be the lead organization, and if selected, as the contracting party (“Beneficiary”), will bear full legal and financial responsibility for the execution of the project. The partnership statement must be filled in correctly and form an integral part of the application.
- The partnership statement must be duly completed and sent with the application .
- The partnership statement should contain all the details of all CSOs involved and the partnership agreement that defines the nature of the cooperation. It is recommended to use the partnership statement form.
- Associates
- Other organizations and / or institutions that are necessary to ensure the successful implementation of the project may be involved in the project (schools, kindergartens, museums, etc.). Such organizations, institutions can contribute to the implementation of project activities, but can not be beneficiaries of funds allocated through this public call.
- Location
- Projects must be implemented exclusively in the municipality of Centar Sarajevo and for residents of the municipality of Centar Sarajevo. In exceptional cases, it is allowed to carry out certain activities on the territory of another local government if there are objective reasons for that, which are stated in the project proposal.
