The Human Rights House Foundation is inviting all Human Rights Houses, their member organisations as well as organisations and actors from outside of the network to apply for funding in collaboration to advance human rights priorities in Armenia, Azerbaijan, Belarus, Bosnia & Herzegovina, Georgia, Serbia, and Ukraine.
The House-to-House Project Fund supports civil society-led projects to address specific and local human rights challenges. In implementing these projects, Human Rights Houses and their member organisations have opportunities to collaborate with each other, exchange experience with other Human Rights Houses and broader civil society organisations as well as actors in their communities and countries.
Funding Information
HRHF welcomes applications of up to 20,000 EUR where organisations from one or two countries are involved in project implementation.
Projects that involve organisations from three or more countries of the Network can have a budget of up to 25,000 EUR.
Duration: The project implementation period is July-December 2025 with no possibility for extension.
Priorities
HRHF will give priority to projects which include one or more of the following components:
New partnerships between project applicants and individuals, organisations, movements, and other actors beyond the network and traditional human rights organisations, as well as those working outside of the capital cities;
Focus on regional human rights issues in Eastern Europe, the Caucasus and/or Western Balkans and aim to positively address human rights challenges;
Support women, children, minorities, traditionally marginalised groups, and people in remote areas;
Propose cost-sharing or in-kind contributions by applicant organisations (i.e. – meeting room space, accommodation in Human Rights House-owned premises, co-funding, etc.;);
Make use of existing resources within the network of Human Rights Houses, such as reports, exhibitions, booklets, education material of ILIA programme, etc.
Eligible Projects
Eligible projects must promote and protect the freedoms of association, assembly, or expression and the freedom to be a human rights defender. HRHF will prioritise support to projects which specifically focus on one of the following:
Piloting ways to counter disinformation and propaganda
Countering the trend of growing authoritarianism and assault on civic space
Building resilience of human rights organisations
Addressing gender inequality
Advocating domestically for specific human rights policies
Eligibility Criteria
To qualify for support, the main project applicant must be a member of the Network:
A Human Rights House or a member organisation of a Human Rights House and one or more of the following:
Another member of the Network of Human Rights Houses (including from the same country as the main project applicant)
And/or a civil society organisation or group from outside of the Network in any of the eligible countries.
Human Rights Houses and member organisations of Human Rights Houses can only be main applicants in two projects. They can, however, apply for projects where another organisation is the lead applicant.
