The UN-Habitat is requesting grant applications to support Services for Transport Data Gathering/Analysis and Stakeholder Engagement Implementation.
The United Nations Human Settlements Programme, UN-Habitat, is mandated by the UN-General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat works with varied partners including cities, central governments, local authorities, non-governmental organizations, and the private sector in the implementation of the Habitat Agenda and Sustainable Development Goals (SDGs) in particular, Goal 11 of “Making cities and human settlements inclusive, safe, resilient and sustainable”.
Objectives
- The proposed collaboration under this call is to support the planned activities within the abovementioned project for Chisinau in Moldova, Kragujevac in Serbia, Bishkek in Kyrgyzstan and Almaty in Kazakhstan to strengthen local and national capacity on long-term, sustainable urban mobility planning and robust investment decisions towards low-carbon public transport, walking and cycling, with health, economic and wider co-benefits of investing in low-carbon urban mobility solutions. This would be achieved through the following two Outcomes.
- Outcome 1 Strengthened capacity of local governments to plan for sustainable, resilient and low carbon mobility systems based on evidence- and data-based planning approaches and in alignment with international best practice methodologies.
- Outcome 2 Improved planning frameworks for informing investment decisions for urban landuse and mobility planning.
Funding Information
- UN-Habitat will contribute financial resources up to USD 21,000 (Twenty-One Thousand United States Dollars).
- The work outlined in this EOI is expected to commence by 1 July 2025 and completed by 31 March 2026.
Eligibility Criteria
- UN-Habitat invites Expressions of Interest from Not-for-Profit Organizations, and Governmental and Inter-Governmental organizations, academic or research institutions based in the project cities to support the delivery of UN-Habitat’s Project on: “Building back safe, sustainable and resilient transport and urban mobility systems in Western Balkan and Central Asian landlocked developing regions” within the cities.
Selection Criteria
- The selected implementing partners will coordinate and implement the project and engage in day-today communication with other local stakeholders to support the project cities in undertaking activities to address urban mobility challenges, road safety, traffic congestion issues, air pollution, haphazard parking and identifying/prioritizing potential solutions. This will be in close collaboration with the urban mobility/ transport consultants and technical leads in the respective cities. The Implementing Partners’ key responsibilities will encompass facilitating stakeholder workshops for developing vision and prioritized solutions, and where applicable, training activities, data collection and analysis, as well as documenting the process, taking into account the following parameters:
- On data gathering and analysis
- Work alongside the national consultant to coordinate the transport data collection and analysis through a co-development approach, where city officials would work alongside the national and international team.
- Provide support to the national consultant and the city team through co-developing and implementation of a web-based survey form according to contextual relevance and unique needs of the City.
- On facilitating stakeholder engagements through Workshops
- Coordinate the development of urban mobility future vision and strategy, and identify priority measures and actions through participatory process, engaging with key stakeholders at the local and national level;
- Work with decision-makers, private sector, investors and various transport operators to explore opportunities with collaboration for the implementation of prioritized mobility solutions.
- Support the national consultant(s) to organise city-level and national workshops
- On data gathering and analysis
Application Requirements
- The EOI should contain, but not be limited to, the following:
- Overview of the organization: the vision, mission, main areas of work, organisation’s governance structure, number of staff members and other key information that describes the organisation;
- Experience of the organization in the areas of public participation and workshop organisation, and urban mobility planning or transport planning;
- Experience of the organization in collaborating with local governments and local authorities in the area of urban planning, design or urban mobility, or relevant fields.
- Description of experience and qualifications, or CV/Resume of key staff.
- A short conceptual proposal on how the organisation plans to develop and implement the project including scope and nature of the work. Please also highlight the innovation in the proposed initiative, the use of creative methods as well as replication possibilities.
- The support/contribution the organization is willing to make, including cash and in-kind; (contribution in terms of staff time, office space and equipment and other support in cash and in-kind should be expressed in monetary terms)
- If applicable, provide publications, tools, and/or other relevant resources that showcases the experience of the organization in urban planning, urban design, governance and public engagement;
- Copies of the statement of annual budget and annual reports of the previous 2 years;
- Copy of the two latest audited reports, and
- Governance and organisational structure; experience and qualifications of key professional staff and infrastructure facilities of the organization.
