Request For Proposals: GYPI Climate Risk Assessment in Papua New Guinea

The United Nations Development Programme (UNDP) requests you to submit your Proposal to conduct a downscaled Climate Risk Assessment focusing on Hela and Southern Highlands Provinces (Papua New Guinea).

Scope of Services & Key Deliverables

• This Climate Risk Assessment will involve an integrated assessment based on the following focus areas:
  • Identification of climate-induced risks and probable physical effects within the context of microclimates that exist within Hela and Southern Highlands coupled with current and anticipated changes in climatic conditions. These might include increased rainfall variability, extreme weather conditions and increased temperature variability.
  • Identification of likely physical, social, economic and environmental impacts of current and anticipated changes in climatic conditions with a focus on food and water security, and subsistence livelihoods.
  • Intersection between extant vulnerabilities and probable physical impacts with particular attention on gender disaggregated impacts (i.e., women and men), physical displacement and inducement of local inter-/intra-group conflicts.
  • Identification of the specific vulnerabilities for the female population that present in relation to the identified risks, with a distinct focus on the subgroups that exist within that population (elderly, pregnant, PLWD, female headed households). The assessment will be expected to utilize a combination of climate-focused multi-hazard risk assessment based on climatic data overlaid with both quantitative and qualitative vulnerability data.

Duration: The assessment will be conducted over approximately six months with fieldwork between October 2022 to March 2023

Eligibility Criteria

Team Leader –with International expertise The team leader will be responsible for the following:

• Development of overall approach and methodology for the assessment in consultation with UNDP;
• Be responsible for managing and directing the assessment’s activities, representing the assessment team and leading consultations with relevant stakeholders including provincial and national government officials and local communities;
• Manage, compile and edit inputs from team members, and ensure high quality of all reporting outputs;
• Lead the development and presentation of the findings; seek input from team members; Represent the team in peer reviews if required;
• Develop and submit draft assessment report; and
• Produce final assessment report and associated geospatial data.

Education, Experience & Competencies for the Team Leader

• Education:
  • Master degree in International Development, Gender Studies, or related Social Science fields Experience:
  • 5 years of experience in hazard and risk assessment
  • 3 years’ experience working with vulnerable populations undertaking participatory,
  • 5 years’ experience of project and team management experience (inclusive)
  • 2 years’ experience with UN(DP) or other multilateral/ bilateral agencies
  • Experience undertaking social and gender analysis for climate risk and/or vulnerability assessments
• Language:
  • Proficient in English language, spoken and written.

  • understanding of Government of PNG and development partners processes; and
  • Contribute to the assessment, as directed by the team leader, particularly in the
  • multi-dimensional aspects of physical, social, economic and environmental factors
• Minimum Qualification for the Team Members
  • Hydro-meteorologist:
    • 5 years of experience in hydro-meteorological risk assessments;
    • 2 years of experience working with UN(DP) or other multilateral/ bilateral agencies;
    • Masters degree in hydro-meteorology or related fields.
• Geologist:
  • 5 years of experience in geological assessments and professional experience in hazard and risk assessment related to geological hazards;
  • 2 years of experience working with UN(DP) or other multilateral/ bilateral agencies;
  • Masters degree related to geology or related fields.
• Social Vulnerability/Fragility Expert
  • 6 years of experience in social vulnerability studies in rural/remote contexts and professional experience in conducting social vulnerability and conflict risk assessments related to vulnerability of populations to natural hazards;
  • 2 years of experience working with UN(DP) or other multilateral/ bilateral agencies;
  • Masters degree related to International Development, Gender Studies, Conflict Studies, Women Peace and Security, or related Social Science fields
