The United Nations Children’s Fund is requesting applications for its initiative titled “Improve access to life-saving and durable WASH (Water, Sanitation & Hygiene) Services to Communities and People affected by Emergency including IDPs in a prioritized area of all regions.”
The WASH component of this programme aims at ensuring that “By 2030, more children and youth in Ethiopia, particularly those living in the most disadvantaged situations, use climate-resilient, equitable and sustainable basic water supply and sanitation services, and practice appropriate hygiene behaviour”. To achieve this outcome, the WASH component planned to deliver the following outputs by 2030:
- Output 1: By 2030, national and regional government mechanisms and systems are strengthened to enable legislation, planning and budgeting for resilient and risk-informed, gender-responsive, equitable, inclusive, climate-resilient, and energy-efficient basic WASH services and practices in development and humanitarian situations.
- Output 2: By 2030, communities living in areas with frequent and re-current natural disasters have more resilient WASH infrastructure and capacities to adopt mitigation measures to a changing climate and degrading environment (Climate, Environment and Energy).
- Output 3: By 2030, rural and pastoralist communities, particularly children and families, have improved equitable access to and capacity to use basic, inclusive, gender-responsive and climate-resilient WASH services.
- Output 4: By 2030, urban and refugee communities, particularly children and families, have improved equitable access to and capacity to use basic, inclusive, gender-responsive, energy-efficient, and climate-resilient WASH services.
- These outputs will be delivered through interventions implemented both by Government entities and Civil Society Organizations (CSOs). CSOs will contribute to this program by implementing specific projects in the following areas:
- Provision of safe emergency water supply to emergency affected people in communities and IDP camps.
- Provision of WASH NFI to emergency affected people.
- Provision of life-saving and durable WASH services to emergency-affected people in communities and IDP camps.
- Provision of sanitation services to emergency affected people.
- Hygiene promotion to the emergency affected people.
- Provision of WASH services to host communities.

Expected Outcomes
- Provision of safe water to emergency affected people in the affected regions: Prospective CSOs contributing to this programming area are expected to save the life of people by rapidly delivering water to affected areas during humanitarian crises to prevent further suffering as a temporary solution such as during drought periods, natural disasters, or infrastructure failures.
- Provision of WASH NFI to emergency affected people: Prospective CSOs contributing to this programming area are expected to ensure equitable access to safe drinking water, adequate sanitation facilities, and promote good hygiene practices, thereby reducing the transmission of waterborne diseases and improving the overall health and well-being of affected populations.
- Provision of life saving and durable WASH services to emergency affected people in IDPs camps and communities: Prospective CSOs contributing to this programming area are expected to improve access to lifesaving and climate resilient water, sanitation, and hygiene (WASH) services for people affected by emergencies through the provision of safe drinking water, constructing toilets, and promoting hygiene practices.
- Provision of sanitation services to emergency affected people: Prospective CSOs contributing to this programming area are expected to improve access to sanitation services to minimize the health risks associated with poor sanitation in emergency situations.
- Hygiene promotion to emergency affected people: Prospective CSOs contributing to this programming area are expected to prevent the spread of disease through appropriate behavior change interventions on the use of WASH and MHH services and products, improving hygiene practices, and creating demand for climate-resilient WASH services, while promoting youth and community engagement in WASH services.
- Provision of WASH services to host communities: Prospective CSOs contributing to this programming area are expected to ensure improved access to safe drinking water, adequate sanitation facilities, and promoting hygiene practices by strengthening government systems and structures to ensure that WASH services are risk-informed, climate-resilient, and implement innovative approaches and technology in WASH interventions with the meaningful participation of women, youth and children/persons with disabilities in a prioritized areas of all regions.
Eligibility Criteria
- Be a community-based organization or a national or international NGO with a legal personality recognized in accordance with Ethiopia’s national legislation.
- Be registered on the UNPP as a non-profit civil society organization.
- Be present in the region by the time of Expression of Interest.
