The United Nations Development Programme is currently accepting applications to engage a qualified Civil Society Organization (CSO) to design, coordinate, and implement a national campaign on “Zero Tolerance for Corruption.”
The campaign aims to raise public awareness, engage citizens in anti-corruption initiatives, and promote a culture of integrity across the country.
Scope of Work
- The selected CSO(s) will be responsible for:
- Developing a comprehensive campaign strategy focusing on raising awareness about corruption and its negative impacts on society, economy, and governance.
- Coordinating national and regional outreach efforts through traditional media (TV, radio, print) and digital platforms (social media, websites) to ensure broad coverage.
- Engaging stakeholders including government agencies, private sector, youth organizations, and women’s groups, to foster a collective stance against corruption.
- Organizing public forums and community engagements, including workshops, debates, and town halls to facilitate dialogue on corruption-related issues.
- Developing campaign materials such as posters, brochures, and social media content to communicate key messages (considering UNDP communication guidelines).
- Mobilizing influential figures such as local celebrities, religious leaders, and community champions to act as campaign ambassadors.
Duration
- The campaign is expected to run for a period of twelve months, starting from the date of contract signing.
Target Groups
- The campaign will primarily target:
- General public: Creating awareness and engagement on the impact of corruption.
- Youth and women: Mobilizing them as champions for transparency and accountability.
- Government officials and political leaders: Encouraging a commitment to anti-corruption efforts.
- Private sector actors: Promoting corporate responsibility and integrity.
- Media outlets and journalists: Strengthening their role in exposing corruption.
Deliverables
- The CSO(s) will be expected to deliver the following:
- A detailed campaign strategy and work plan within two weeks of contract signing.
- Creation of a national-level media campaign including social media strategies, radio and TV spots, and print media articles on zero tolerance for corruption.
- Organization of at least three national-level forums engaging citizens, media, and civil society on anti-corruption efforts.
- Development and distribution of campaign materials (flyers, posters, videos, etc.) in key languages spoken in the regions covered by the campaign.
- A final report summarizing the impact of the campaign, lessons learned, and recommendations for future anti-corruption initiatives.
Eligibility Criteria
- The organization/supplier is not suspended, excluded, or otherwise identified as ineligible by any United Nations organization or any other international organization, in accordance with clause 3 of the IAC.
Evaluation Criteria
- Please confirm that the CSO has:
- Have at least five years of experience in coordinating projects, ideally with sets of activities related with national campaigns, preferably in the areas of governance, anti-corruption, or civic engagement.
- Demonstrate a strong network of local and regional partners, including media and grassroots organizations.
- Have the capacity to mobilize communities, with a proven track record in advocacy and outreach initiatives.
