The Bureau of Justice Assistance is seeking organizations to serve as financial intermediaries to community-based reentry programs (subawardees) and provide support to them via an incubator model in order to increase capability and capacity within the subawardees’ organizations.
Goals and Objectives
- Goal 1: Provide transitional support services to exonerees to improve reentry outcomes of those individuals.
- Objective 1: Strengthen communities by providing financial and substantive support to subawardee CBOs.
- Objective 2: Improve quality and quantity of services provided to exonerees.
- Objective 3: Elevate the voices of justice-impacted leaders to build awareness and educate policymakers on specific challenges and needs for exonerees.
- Goal 2: To deliver a range of effective and relevant TTA that empowers and enables relevant CBOs in their efforts to assist exonerees.
- Objective 1: Relevance—Develop and deliver TTA that directly addresses the needs and challenges of exonerees.
- Objective 2: Effectiveness—Measure the effectiveness of TTA to ensure it is achieving the intended outcomes and making a positive impact.
- Objective 3: Engagement—Create engaging and interactive technical assistance training experiences that capture the attention and facilitate learning.
- Objective 4: Accessibility—Ensure all TTA is accessible considering background and learning style. Additionally, all products developed must be Section 508 compliant.
- Objective 5: Continuous Improvement—Regularly evaluate and refine TTA to ensure relevance, effectiveness, and alignment with the evolving needs of CBOs serving as service providers to exonerees.
- Goal 3: Authorize subawards with clear expectations.
- Objective 1: Subaward Funding Limits—Subawards should awarded for amounts between $50,000 – $150,000
- Objective 2: Subaward Budget—Budgets must pass at least 70 percent of the award to subawardees and may retain up to 30 percent to support their work as an intermediary and technical assistance provider. For example, if the applicant applies for the maximum available award amount of $4,000,000, BJA would expect $2,800,000 be subawarded.
- Objective 3: Financial Expectations—Subawards may be used to support salary, equipment, materials, training opportunities, and travel costs. Funds may also be used for developing curricula, assessment tools, or organizational policies and procedures, such as wellness plans, to support reentry service provider staff. In administering financial support through subawards, intermediary organizations are responsible for ensuring that all funds are used appropriately according to the applicable accounting and financial management principles.
