The Mayor is launching an exciting new Community Outreach Programme to help more Londoners into adult education, particularly Londoners who can benefit the most from learning opportunities.
Through the programme, the Mayor is offering grants to community organisations of up to £9,000 to support outreach activity and target Londoners most in need of adult education and refer them on to adult learning opportunities.
The Workers Education Association (WEA) has been appointed to manage and administer the Skills for Londoners Community Outreach Programme on behalf of the Mayor of London.
The Mayor has committed to making adult education more accessible, to ensure all Londoners who need it can get into training and develop their skills. The Mayor recognises the important roles community organisations play in supporting this mission, helping to raise awareness of adult education with London’s diverse communities.
What are they looking to fund?
- The Programme seeks to increase target Londoners’ participation in adult learning, particularly within learning opportunities funded and or supported by the Mayor.
- This funding should not be used to deliver training or employment support activity directly.
- Programme activity should:
- Promote and raise awareness of adult learning opportunities with target communities.
- Highlight training and job opportunities in sectors key to London’s recovery (Green, Health and Care, Hospitality, Digital and Creative).
- Generate referrals into adult learning provision, including the Adult Education Budget (AEB), Multiply (a new programme to improve numeracy skills), and the Mayor’s Academies Programme provision.
- Strengthen relationships and referral pathways between grassroots community groups and organisations, adult learning providers, No Wrong Door Integration HubsReference:1, and other support agencies who can help address barriers to learning.
- Collect evidence about how community groups can support referrals into adult community learning.
- Support with setting up models of good practice and signposting to adult community learning provision.

- Grant funding between £5,000 and £9,000 is available.
Outcomes
- The key outcomes that the programme should deliver are:
- The number of Londoners engaged.
- The number of referrals made into adult education opportunities.
Target Groups
- The aim of the programme is to increase participation in adult education amongst Londoners who stand to benefit most from learning opportunities; specifically, those with no or low qualifications (those without a Level 2 qualification or GCSEs). The people they would most like to reach will often be digitally excluded and/or have negative experiences of mainstream education. So, bids from organisations who have expertise in working with these Londoners will be particularly welcomed.
- Through the programme, grant funding is available for community organisations working with no/low skilled Londoners in the following priority groups, to increase participation in adult learning:
Eligibility Criteria
- Grant funding between £5,000 and £9,000 is available for London-based community groups and grassroots organisations active in their community.
- To be eligible for the programme, you must:
- Be a user-led London-based community, voluntary, faith, cultural, or grassroots organisation
- Be a registered charity, social enterprise or Community Interest Company that can demonstrate a track record of transparent financial accounting processes
- Have an annual income under £250,000
- Hold a UK bank account
- Be an individual or un-constituted community group nominating a partner organisation to receive the funds on their behalf.
- By the time you start your project, you must have:
- Public Liability Insurance
- Employers Liability Insurance
- Health and Safety Risk Assessments
- Adult and Child Safeguarding Assessments
- Equality and Diversity Policy
- GDPR Processing Statement.
- WEA will signpost to resources for the development of these documents if your organisation does not currently have a policy in place.
