Applicants are now invited to apply for the initiative titled “Strengthening the Technical Capacities of Provincial Elected Officials as well as Administrative and Technical Staff of the Provincial Institutions in Kasai-Oriental and Lomami.”
Objectives
- The General Objective of the Kasaï-Oriental and Lomami sub-portfolio for the bilateral program is aligned with the general objective of the country portfolio: “To contribute to the structural and sustainable improvement of the living conditions of the populations of the targeted territories of the provinces of Kasaï-Oriental and Lomami who live below the poverty line by promoting their resilience and autonomy.”
- The specific objective is to support the Provincial Assemblies as well as the provincial institutions (Provincial Government and decentralized technical services) involved in the budgetary cycle to improve its quality and to strengthen the technical skills of the leaders of these institutions on specific issues related to their mission.

- The Kasai Oriental and Lomami sub-portfolio includes 6 projects:
- Entrepreneurship and Employment Training
- Basic Education
- The National Program to Combat Sexual Violence
- Creative Youth
- Agriculture
- Institutional Support
Funding Information
- The overall indicative amount made available under this call for proposals is 100,000 Euros. The contracting authority reserves the right not to award all available funds.
- The indicative envelope per lot for the 2 targeted provinces is as follows:
- Lot 1: Kasai Oriental Province: 50,000 EUR
- Lot 2: Lomami Province: 50,000 EUR
- Any request for a grant under this call for proposals must be between the following minimum and maximum amounts:
- For lot 1: between EUR 45,000 and EUR 50,000.
- For lot 2: between EUR 45,000 and EUR 50,000.
- For both lots: between 90,000 EUR and 100,000 EUR.
Expected Outcomes
- The ultimate goal of this project is to consolidate democracy and the rule of law by strengthening governance and promoting and respecting human rights, as well as improving development policies at the provincial level. Achieving this goal involves three results areas:
- More effective coordination of development actions is ensured at the Provincial level.
- Outcome 2: A development legislature based on a participatory, integrated and inclusive approach is established.
- Outcome 3: More provincial revenues are mobilized and allocated to local development through the promotion of transparent financial governance.
- Expected results:
- Provincial deputies and technical staff of provincial institutions involved in the process of developing, implementing and monitoring the budget cycle have strengthened capacities
- The various provincial actors involved in the budget cycle are made aware of their roles and improve collaboration between them
- The process (development, implementation, monitoring, control and reporting) of the budget cycle is improved and contributes to the improvement of good governance at the provincial level
- The learning process from previous budget cycles is functional and allows to improve governance at the provincial level
- The technical skills of the facilitators of key provincial institutions are reinforced on questions of legislation and other themes.
Eligibility Criteria
- To be eligible for subsidies, the applicant must meet the following conditions:
- Be a legal entity; and
- Be a public actor or be a private non-profit actor or a foundation (public or approved private Higher Education and
- University Institutions), established or represented in the provinces of Kasaï Oriental or Lomami.
- Have a continuous operating life of at least five years;
- Have managed one financing in the last 10 years: Subsidy, public market, etc.
- Organize within its organization academic training in the sectors addressing the following themes:
- Public Finance; Public Accounting, Public Policy, Planning, Macroeconomics, Business Law, Public Law or related fields.
- Be directly responsible for the preparation and management of the action and not act as an intermediary;
- Must be represented or established in Kasaï Oriental for lot 1 and/or at Lomami for lot 2
- The applicant may act either individually or with one or more co-applicants.
