The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat human trafficking, including sex and labor trafficking.
Goals and Objectives
- This project seeks to increase the number of investigations and prosecutions of human trafficking cases by law enforcement authorities. The project should achieve these goals by supporting a mechanism to identify trafficking victims and refer their cases to law enforcement.
- Objective 1: Multi-Stakeholder Collaboration Strengthens Law Enforcement Responses
- Strengthen partnerships and collaboration among government agencies, NGOs, international organizations to increase the number of investigations and prosecutions resulting from community and CSO referrals.
- Coordinate with law enforcement to align legal support with ongoing investigations and establish a legal support referral network among CSOs to ensure the timely provision of evidence and witness support.
- Implementer carries out focused training to create a more cohesive and effective network of CSOs that can work closely with law enforcement to ensure that TIP cases are identified, investigated, and prosecuted successfully.
- Objective 2: Enhanced Victim Identification and Referral Mechanisms Galvanizes Community Action
- Train CSOs on how to effectively identify potential victims of trafficking and refer them to appropriate services and law enforcement entities. Strengthen existing referral pathways and establish new avenues as appropriate with law enforcement, shelters, medical services, and legal aid.
- Develop and deploy strategies for effective communication and information-sharing between organizations. Create coalitions with other CSOs and stakeholders to amplify advocacy efforts.
- Develop campaigns that raise awareness about TIP and the importance of collaboration. Equip CSOs to collectively advocate for more robust investigation and prosecution of TIP cases.

Participants and Audiences
- Prospective grantee is expected to treat all the victims of human and sex trafficking equally without prejudice to victim’s affiliation to LGBTQI+, gender, race, ethnicity, religion and disability.

- Awards may range from a minimum of $400,000 to a maximum of $400,000
Duration
- Length of performance period: 18 to 24 months
Project Activities and Deliverables
- Stronger partnerships and collaboration among government agencies, NGOs, international organizations, and the private sector leads to coordinated and effective anti-TIP efforts.
- Improved capacity of law enforcement and prosecutors to work with civil society organizations on TIP case identification and referrals.
- Greater public awareness of TIP risks and indicators, resulting in increased community vigilance and reporting of TIP cases.

- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
