EMBLAS-Plus project is inviting interested institutions (local communities or associations, civil society organizations, NGOs, public educational institutions) to submit Grant Proposals for Implementing measures aimed at reduction of pollution of the Black Sea basin by the marine/beach/river litter, awareness raising on various environmental issues and public involvement in the protection of the Black Sea basin environment.
This Call for Proposals (CFP) is specifically related to the project “Improving Environmental Monitoring in the Black Sea – Selected measures, EMBLAS-Plus”, financed by the European Union and implemented by UNDP. The Project is dedicated to contribute to the protection of the Black Sea environment. The project is building-up on the results and conclusions from the previous project phases (EMBLAS-I and EMBLAS-II) and providing further technical assistance focused on marine data collection and local small-scale actions targeted at public awareness raising and education.
The purpose of this Call for Proposals is to address the development challenges related to the pollution of the Black Sea, in particular by marine litter and organic pollution, and to enhance biodiversity protection. This will be done by supporting locally implemented actions, including raising public awareness and involvement in practical measures for the projection of the Black Sea. The Call for Proposals will support action by local communities or association, civil society organizations, NGOs, public educational institutions.
The beneficiary countries to be covered by this Call for Proposals are the members of the Black Sea Synergy*, with a primary focus on the Black Sea coast countries Georgia, the Russian Federation and Ukraine.
*Countries participating in the Black Sea Synergy: Armenia, Azerbaijan, Bulgaria, Georgia, Greece, the Republic of Moldova, Turkey, Ukraine, Romania and the Russian Federation.
Objectives
The project is addressing the overall need for support in protection and restoring the environmental quality and sustainability of the Black Sea, with the following specific objectives:
- Improve availability and sharing of marine environmental data from the national and joint regional monitoring programmes aligned with the European Union’s Marine Strategy Framework Directive and Water Framework Directive principles and the Black Sea Integrated Monitoring and Assessment Programme (BSIMAP);
- Support joint actions to reduce river and marine litter in the Black Sea basin;
- Raise awareness on the key environmental issues and increase public involvement in the protection of the Black Sea.
Program Activities
To this end, activities implemented under the Call for Proposals will:
- Identify solutions for marine/beach/riverine litter and organic pollution prevention, as well as for biodiversity protection with active involvement of public and local communities;
- Strengthen the role of the local communities / associations, NGOs / CSOs, educational institutions in the protection of the Black Sea environment, advocacy and awareness raising on environmental issues;
- Support locally implemented innovative and sustainable measures/actions, that will be beneficial for the Black Sea environment, and at the same time involve local population in the implementation of these actions;
- Facilitate creation of partnerships among various stakeholders groups (e.g. local governments, civil society organizations, educational institutions);
- Encourage the flow of the best, innovative international practices in the context of reduction of pollution by riverine/beach/marine litter, as well as nature protection.
Areas of Intervention
- Activity area 1: Targeted campaigns on marine litter reduction and good waste management practices
- Activity area 2: Providing assistance to the local communities and municipalities to implement measures aimed at reduction of the marine litter, considering the EU Plastics Strategy
- Activity area 3: Organize small pilot actions/campaigns supporting good environmental status of the Black Sea.
Eligibility Criteria
Interested institutions/applicants must meet the following criteria to be eligible for the selection:
- Be a legally registered and non-profit-making entity (civil society organizations, local communities and associations. Academic and educational institutions that are not stateowned are not for profit can also apply.
- Be legally registered in one of the Black Sea Synergy countries and must be able to provide organization’s statute along with the debt certificate upon request;
- Have experience in the implementation of similar/related type of activities, cooperation with international organizations/donors is an advantage.
