European Commission is calling for proposals for support to Farmers’ Organizations in Madagascar.
The intervention revolves around three components (OS) which are:
- Contribute to improving the governance of the sector to enable inclusive agricultural growth and sustainable use of natural resources.
- This objective targets the capacity building of local actors to carry out their missions and mandates for the implementation of program activities and to ensure their continuity at the end of the intervention. These include the Decentralized Territorial Collectivities, the Deconcentrated Technical Services and professional agricultural organizations.
- Contribute to improving the productivity, profitability and sustainability of agricultural value chains.
- This objective is the development of value chains by working both on improving the production but also the other links as the valuation and marketing. AFAFI-North will finance structuring investments such as the rehabilitation of irrigated areas (MPI and PPI), the establishment of pastoral water infrastructure and small storage, processing and marketing infrastructures.
- Contribute to improving food and nutritional security and the resilience of vulnerable households.
- At the same time and in an integrated manner with SO2, the fight against chronic malnutrition and food insecurity will be strengthened through nutritional education actions relayed by community nutrition centers, the promotion of AGR at the level of groups of vulnerable agricultural assets and improving access to drinking water and hygiene and sanitation facilities.
Objectives
- The overall objective of this call is to r enforcer capacities of organizations peasant (POs) so that they can Prester a professional manner and build relationships with other industry players.
- To achieve this objective, the proposed actions should focus on the ‘ target specific that is the accompaniment and the strengthening of the capacities of the organizations peasant program partners working in the field of AEPE.
- This will strengthen and support the associations existing and stimulate created action of news organizations to meet the expectations of members. The organizations involved are : the production units and / or transformation, the groups rice farmers exploiting supervised areas, the CEP groups wishing to move to a formal structure their associations, farmers’ organizations local umbrella and basic groups such COBA .

- The overall indicative amount made available under this call for proposals is 1. 508. 850 EUR.

- Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
- minimum percentage: 80% of the total eligible costs of the action
- maximum percentage : 95 % of the total eligible costs of the action
Eligibility Criteria
Lead applicant
- To be eligible for a grant, the lead applicant must :
- be a legal person ;
- have no profit motive ;
- belong to one of the following categories of organizations : non-governmental organization , international organization;
- be established in a Member State of the European Union, in an ACP State, or in a country or territory authorized by the ACP-EC Partnership Agreement under which the program is financed
Co-applicant (s)
- Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
- Co-applicants must sign the terms of reference in part B.
- If the grant contract is awarded to them, any co-applicants become beneficiaries under the action (with the coordinator).
Affiliated Entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant’ is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
