The European Commission (EC) is calling for proposals for Thematic Program on Human Rights and Democracy in Honduras.
Objectives
- The overall objective of this call for proposals is:
- Strengthen the capacities of civil society organizations (CSOs) in their role as promoters of governance, development and inclusion and promote their active participation in the promotion and protection of human rights and human rights defenders, as well as the fight against violence and discrimination, with emphasis on populations in conditions of vulnerability.
- The specific objectives of this call for proposals are:
- Specific objective 1: Strengthen the capacities of CSOs to contribute to the promotion of human rights and the prevention of abuses and violations of rights in Honduras.
- Specific objective 2: Strengthen the initiatives of human rights civil society organizations so that they can promote, accompany and monitor actions for the protection and defense of human rights , paying special attention to the support and protection of human rights defenders , with an emphasis on areas of high conflict related to the defense of territories, natural resources and conflicts between indigenous and Afro-descendant peoples.
- Specific objective 3: Implement actions that help promote inclusion and reduce discrimination and violations of rights and violence against populations in conditions of vulnerability , with special emphasis on women and girls in conditions of vulnerability and/or violence, the LGBTIQ+ community, defenders / human rights defenders, indigenous peoples and Afro-descendants (PIAH), people with disabilities ( PwD ), young people in vulnerable situations (due to risks, lack of socio-economic opportunities, or other reasons of stigmatization), and older people.
Priorities
The priorities of this call for proposals are:
- Initiatives that contain an approach based on human rights (HRBA) and intersectionality , that seek to include and address the needs and promote differentiated attention and approach to the target groups that benefit from the proposal, incorporating a gender equality approach , which should be reflected in the details of its activities, logical framework and budget.
- Proposals with a Results-Based Management model for the formulation of the proposal in order to clearly establish the objectives, expected results, their strategies and coherent and adequate intervention methodologies to deal with the problems identified and that respond to the needs of the target populations.
- Proposals with an intervention in a prioritized region/regions based on clear criteria , in a manner consistent with achieving the objectives of this guide, taking into account the rates of poverty, exclusion and conflict due to human rights violations, duly documented, in order to reduce the risks of dispersion of the intervention and its potential impact.
Funding Information
- The total indicative amount allocated to this call for proposals is EUR 1,200,000.
- The grants requested within this call for proposals will be between the following minimum and maximum amounts:
- minimum amount: 550,000 EUR
- maximum amount: 600,000 EUR
Eligibility Criteria
- Lead Applicants
- To be eligible for a grant, the lead applicant must:
- be a legal person;
- be non-profit;
- be established in a Member State of the European Union or other eligible countries in accordance with the provisions of the IVCDCI-GE (REGULATION (EU) 2021/947 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of June 9, 2021, which establishes the Neighbourhood, Development Cooperation and International Cooperation Instrument – Global Europe);
- be directly responsible, with their co- applicants and affiliated entities, for the preparation and management of the action and not simply act as intermediaries; Y
- submit the proposal with at least two co- applicants , at least one of which must be Honduran and with a mandate to work directly with populations in conditions of vulnerability as rights holders.
- To be eligible for a grant, the lead applicant must:
- Co-applicants
- The main applicant must have at least two co -applicants . Of the two co -applicants, at least one must be national and have proven work experience with at least one of the populations in a situation of vulnerability that is the object of this call.
- The co- applicants will participate in the design and execution of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
- Co – applicants must meet the eligibility criteria applicable to the lead applicant himself.
- applicants must sign the mandate.
- If the grant contract is awarded, the co- applicants (if any) will become beneficiaries of the action (together with the coordinator).
- Affiliated entities
- The lead applicant and its co-applicants may act with affiliated entities.
- Only the following entities may be considered entities affiliated with the lead applicant or coapplicants:
- Only entities that have a structural link with the applicants (ie the main applicant or a co-applicant), especially if the link is legal or capital.
- This structural link mainly covers two aspects:
- Control the consolidated financial statements and other related reports of certain types of companies.
- Thus, the entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (subsidiary companies or first level subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level subsidiaries), and the same applies to the following levels of control.
- Entities that directly or indirectly control the applicant (parent companies). In addition, they may be entities that control an entity that in turn controls the applicant.
- Entities under the same direct or indirect control as the applicant (associated companies).
- Thus, the entities affiliated with an applicant can be:
- Membership, i.e. the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, network, federation or association) than the proposed affiliated entities.
- Control the consolidated financial statements and other related reports of certain types of companies.
