The European Commission is inviting applications for the Thematic Programme on Human Rights and Democracy (HR&D) that aims to promote and protect human rights and fundamental freedoms, democracy and rule of law worldwide through support to civil society initiatives.
Objectives
- The global objective of this call for proposals is promotion and protection of:
- human rights and fundamental freedoms;
- democracy;
- the rule of law.
- The action will achieve this by supporting and strengthening civil society organizations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy.
- The specific objective(s) of this call for proposals are:
- to support civil society and human rights defenders in Tajikistan working on human rights and democracy related issues

- Protecting and empowering individuals (objective 1)
- Building resilient, inclusive and democratic societies (goal 2)
- Promoting a global system for human rights and democracy(objective3)
- Harnessing the opportunities and addressing challenges of new technologies (objective 4)

Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a civil society organisation and its association

be established in in any country. No nationality restriction applies to applicants and, if any, to co-applicants and affiliated entities.

be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Lead applicants established in Tajikistan must act with at least one eligible co-applicantestablished in Tajikistan.
- Lead applicants not established in Tajikistan must act together with at least twoco-applicantsestablished in Tajikistan.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- Affiliated entities
- The lead applicant and its co-applicants may act with affiliated entities.
- Only the following entities may be considered entities affiliated with the lead applicant or coapplicants:
- Only entities that have a structural link with the applicants (ie the main applicant or a co-applicant), especially if the link is legal or capital.
- This structural link mainly covers two aspects:
- Control the consolidated financial statements and other related reports of certain types of companies.
- Thus, the entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (subsidiary companies or first level subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level subsidiaries), and the same applies to the following levels of control.
- Entities that directly or indirectly control the applicant (parent companies). In addition, they may be entities that control an entity that in turn controls the applicant.
- Entities under the same direct or indirect control as the applicant (associated companies).
- Thus, the entities affiliated with an applicant can be:
- Membership, i.e. the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, network, federation or association) than the proposed affiliated entities.
- Control the consolidated financial statements and other related reports of certain types of companies.
