The European Union Delegation to Turkey launches a call for proposals under the Thematic Programme on Human Rights and Democracy, the successor of the European Instrument for Democracy and Human Rights (EIDHR).
Objectives
- The global objective of this call for proposals is to promote and protect human rights and fundamental freedoms, democracy and the rule of law in Turkey.
- The specific objective of this call for proposals is to protect and empower individuals to contribute to the full enjoyment of human rights and fundamental freedoms in Turkey.
Priorities
The priorities of this call for proposals are:
- right to fair trial, fight against impunity, prevention of torture and ill-treatment, and/or human rights in prison;
- freedom of expression, assembly, and/or association;
- children’s rights, women’s rights, combating gender-based violence, and/or rights of lesbian, gay, bisexual, trans, non-binary, intersex and queer (LGBTIQ) persons;
- non-discrimination, rights of persons belonging to minorities, and/or freedom of religion or belief.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 3,300,000.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 400,000
- maximum amount: EUR 700,000
- Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:
- Minimum percentage: 60% of the total eligible costs of the action.
- Maximum percentage: 95% of the total eligible costs of the action.
Eligibility Criteria
- Lead Applicants
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a civil society organisation
- no nationality restriction applies to lead applicants and, if any, to co-applicant(s) and affiliated entity(ies)
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- In order to be eligible for a grant, the lead applicant must:
- Co-Applicants
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate in Annex A.2 Section 4.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator).
- Affiliated Entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant (s):
- Only entities which have a structural link with the applicants (the lead applicant or aco-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, consolidated statements and the related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries offirst rank) or controlled by an entity itself controlled by the applicants
- (sub-subsidiariesor second level subsidiaries), and this is valid for the other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Of the sameway, they can be entities controlling an entity controlling the requestor;
- entities controlled, directly or indirectly, at the same level as the applicant(sister companies).
- Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network,a federation or association of which the proposed affiliated entity is a member, or the applicant ismember of the same entity (for example, a network, a federation, an association,…) as the entity proposed affiliate
- control, consolidated statements and the related reports of certain types of companies:
