Tilitonse Foundation has allocated limited financial resources to call for applications from registered CSOs and non-state actors for a Thematic Call on Urban Governance and Management in Malawi.
This Thematic Call focuses on innovative projects that are specifically designed to strengthen capacity of urban governments to promote citizen centered governance and development planning and create an empowered active citizenry.
The ultimate goal of this initiative would be: to create an alliance of CSOs with other partners that can share knowledge and skills on urban governance and management in Malawi; engage with relevant actors; promote national dialogue among actors on matters of urban development planning and institutional frameworks for community citizen centered planning; and advocate for institutional changes in urban development planning and galvanise urban citizens of all levels (poor peri-urban citizens, the affluent, business persons, the middle class, private sector) to take part in the activities of their council.
Eligible projects under this call may be new or those that seek to build on existing projects in any of the three areas described below:
- Institutional change: Projects in this area should focus on promoting dialogue and consensus among actors involved in urban development planning and control on reviewing and strengthening the urban development planning system and the associated guidelines (currently known as the Development Planning Guideline for Urban Councils, 2003). This should aim at ensuring that urban councils and actors have and are using a uniform institutionalized system and harmonized set of rules for strengthening inclusive community level governance, citizen centered development planning, and promoting citizen participation.
- Local Governance: Projects in this area should focus on strengthening the supply side, i.e. the capacity of council officers, elected members and services committees on citizen-centered urban development planning and governance. This is geared toward addressing challenges associated with limited attention to community level governance and weak implementation of citizen centered elements of urban planning.
- Building and strengthening of active citizenship: Projects in this area should focus on the demand side (citizens). However, projects should go beyond provision of information and sensitization to peri-urban citizens. While information is essential the projects should focus on promoting the active citizenship component of the urban planning handbook thus strengthening the link between the Councils and its citizens. Among others the projects should promote the effective functioning of community level governance structures and other mechanisms such as town hall meetings for galvanising the civic capacity of different classes of urbanites including elites, the urban poor, the middle class, and the private sector.
Funding Information
This call will give a maximum grant of one hundred and thirty thousand Euros (€130,000.00).
Project Duration
Tilitonse Foundation will support projects that will run for a maximum of eight months (8 months) beginning 1st July 2019.
Eligibility Criteria
- All registered civil society organizations (CSOs), including non-state actors, research and policy advocacy organizations, faith-based organizations, the media, the academia, trade unions, and professional bodies, registered coalitions/networks/platforms. Tilitonse Foundation emphasizes collaboration and working together. Therefore, organizations are encouraged to build partnerships with various stakeholders/actors to enable more innovative and effective linkages between sub-national and national level actions. Particular priority will be given to proposals that build partnerships and alliances with various stakeholders including other non-state actors at the national level, community based organizations and faith based organizations at the local level, the media, the academia, central ministries, and their agencies to come up with strategic activities in any of the issues identified.
- While all Non State Actors (NSAs) are eligible for Tilitonse Foundation funding, each Thematic Call defines who should apply. However, to be eligible for a grant under the Foundation, the following basic criteria must be met:
- Organizations applying for funding must be registered within Malawi;
- International organizations must be registered both in Malawi and in their ‘home’ country with demonstrated well-founded partnerships to local NSAs;
- Organizations should have a governing or management board with a clear corporate governance structure;
- Potential grant partners must be able to supply three years of audited accounts (or one year audited accounts for newly-formed organizations); if the organization has not been audited for the past year but has letters of recommendation from the most recent funder supported with viable reasons for lack of auditing this will be considered; (This would be requested from shortlisted applicants)
- NSAs may apply singularly, in a consortium of partners with one NSA leading or as a network.
- Submitted proposals must comply with the Tilitonse Foundation stipulated Result Areas.
- Tilitonse Foundations defines NSA’s as Local NGOs, international NGO’s, CBOs, faith based organizations, the media, professional bodies, networks and coalitions, umbrella organizations for private organizations and CSO’s, research and academic institutions.
