The United States Department of State’s Bureau of Counterterrorism has announced Request for Statements of Interest and Capacity (RSOIC) to participate in a co-creation workshop to strengthen the capacity of Somali law enforcement in Mogadishu to protect critical infrastructure from terrorist attacks, secure police facilities, and serve communities affected by terrorist activity.
Challenge
CT seeks SOICs regarding how to build the capacity of Somali police to secure critical infrastructure from terrorist attacks and to provide better law enforcement services to local communities indistricts of Mogadishu. The first line of effort aims to prevent catastrophic attacks from further eroding government infrastructure in the capital, including but not limited to Villa Somalia, the seat of the Federal Government of Somalia and a major target of terrorist attacks. Other high-priority government infrastructure includes the Somali Police Force Criminal Investigative Division headquarters and the Police Academy, which have both been attacked.

Eligibility Criteria
- Organizations submitting SOICs must meet the following criteria:
- Be a U.S.-based or foreign-based non-profit organization/non-governmental organization (NGO) having a 501(c) (3) status with the IRS; an overseas non-governmental organization; or a public international organization; or
- Be a private, public, or state institutions of higher education; or
- Be a for-profit organization or commercial firm, although there are restrictions on payment of fees and/or profits under grants and cooperative agreements, including those outlined in 48 CFR 30 (“Cost Accounting Standards Administration”), 48 CFR 31 (“Contract Cost Principles and Procedures”); and,
- Have existingactive partnerships (or the capacity to develop such partnership) with thematic or in-country partners, entities, and relevant stakeholders; and
- Have demonstrable experience administering successful and preferably similar programs.
