The United States Department of State’s Bureau of Counterterrorism (CT) has announced a Notice of Funding Opportunity (NOFO) for a project that focuses on coordination and integration of battlefield evidence across Nigerien security forces and criminal justice actors.
CT seeks to build the capacity of Nigerien security agencies responsible for counterterrorism law enforcement operations, which may include military where appropriate in addition to law enforcement and justice actors, to develop, share, and understand standardized operating procedures (SOPs) for the handling of battlefield evidence and terrorism-related detainees.
Objectives
- Develop or refineSOPs for security forces and justice sector actors for handling terrorism-related evidence and detainees in line with respective government agency’s mandates. Ensure shared understanding of respective SOPs to improve understanding of how all actors can work together.
- Provide tools or SOPs to improve information sharing on terrorism matters across the Nigerien counterterrorism sector.
- Through a sustainable approach, operationalize these tools and SOPs. This may include, but is not limited to, training and mentorship at senior leader, tactical command, and operational levels. This project should incorporate a training approach that facilitates a Nigerien-led effort to operationalize the SOPs.

Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Applicants should demonstrate expertise with training in sensitive environments, particularly in regions prone to terrorist activity – including mitigating risk in undertaking sensitive efforts to prevent radicalization to terrorism. Applicants should also demonstrate in-depth understanding of Nigerien cultural contexts and governance structures.
- Previous experience working in Niger and the Sahel is preferred.
