The U.S. Department of State, Bureau of International Narcotics-Law Enforcement (INL) is seeking applications for its “Liberia Justice Public Awareness Campaign” to educate and inform Liberians about criminal justice system processes, so that citizens can rely on and trust the formal justice system as an impartial means to settle disputes.
The goal of the project is to improve public cognizance of criminal justice system processes and citizenship principles, and encourage confidence in the formal criminal justice system.
Objectives
- The implementer will produce a detailed baseline assessment to refine project activities. This assessment will examine public awareness about citizen rights and duties and the criminal justice system, and barriers to improving awareness.
- Informed by the assessment, the implementer will refine the draft work plan for INL approval on how it will conduct or assist a relevant Government of Liberia entity to conduct public education and outreach.
- Following INL approval of the program work plan and budget, the implementer will implement the program.
Eligibility Criteria
- U.S. not-for-profit/non-governmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or foreign not-for-profits/nongovernmental organizations (NGOs), or foreign based educational systems with the ability to develop and successfully implement a project in Liberia and meet INL’s reporting requirements.
- Applicants in the process of registration must submit proof that they are seeking non-profit status from the Internal Revenue Service at the time of proposal submission.
- Should the applicant be selected for an award, funding will be contingent upon 501(c)(3) status.
- Organizations must also be able to demonstrate current (or pending) country registration in Liberia, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar public awareness programs, preferably in Liberia or West Africa.
- NOTE: Public International Organizations (PIOs) and For-Profit Organziations are excluded from applying to this grant
